About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Goal

Under supervision of country IS manager and closely work the MHPSS-P and MEAL department and other technical departments as required. The MIS officer will lead in establishing and sustaining a robust information management system in ACF’s Afghanistan and will be primarily responsible for maintenance, troubleshoot, upgrade and development of all MIS system and ensure the databases/applications are running smoothly 24/7.

 

Responsibilities:

  • Support in managing functional specifications and Database design.
  • Database System Designing, monitoring, analyzing, and troubleshooting.
  • Maintaining existing MIS.
  • Analyzing existing operations, protocols, and processes, and making plans for improvement.
  • Implementing and auditing security controls.
  • Define users and enable data distribution to the right user, in appropriate format and in a timely manner.
  • Use high-speed transaction recovery techniques and backup data.
  • Perform tests and evaluations regularly to ensure data security, privacy and integrity.
  • Monitor database performance, implement changes and apply new patches and versions when required.
  • Design database systems. Database Developers’ must be able to analyze the needs of an organization and produce an effective database system according to their needs and specifications.
  • Test databases. A database developer must be able to run performance testing procedures to ensure the proper operations of a database and to ensure that it’s error-free.

 

Objective 1: Maintain, strengthen and upgrade existing information management system and other applications used by technical departments

  • Support technical departments in assessing existing Information Management System or applications and provide recommendation for possible improving,
  • Develop an information management guideline/SOP for the databases that will be applied to all programs across the country office.
  • Contribute to the development of data storage platform and system to be standardized at mission level.
  • Ensure that information and data systems are user-friendly and relevant to the needs of the country office.
  • Troubleshooting, upgrading and bringing necessary measures to improve existing data management system and/or develop where required to better meet the requirement of technical departments,
  • Conduct regular assessment of information and data needs and structures, identify areas for action, propose solutions and work closely with relevant technical teams to undertake required actions,
  • Monitor and assess the implementation of the guideline and provide technical input to improve information management practices,
  • Ensure backups are done regularly and the log system is operating well,
  • Act as focal contact person as delegated by line manager, with server providers on purchasing and renewal or virtual servers.

 

Objective 2: Ensure the database are corresponding to the project needs and provides real-time analysis of achievement of project indicators

  • Ensuring that the databases are providing real-time factsheets, dashboard and statistical analysis of indicator achievements; including production of infographics, statistics and charts on project, indicator and province based that are reader-friendly and adapted as per the project requirement,
  • Update and link the new project indicators/activities to real-time monthly progress report (APR),
  • Define access level of staff to database and data retrieval as advised by the technical teams,

 

Objective 3: Capacity building of field MEAL teams on data entry and data analysis

  • Training the field level data entries on usage of database,
  • Supporting the field technical teams including supervisors, DPM and PMs on data retrieval, cleansing and ensuring data quality,
  • Responding and addressing to the queries of field teams regarding the database/application usages.

Job Requirements:

Background/qualifications

  • Bachelor's Degree in Computer Science, IS, Information Technology, software engineering,
  • In-depth knowledge of database management, software development, and system integration.
  • Ability to analyze complex problems and develop effective solutions.
  • Strong analytical skills.
  • 3+ years of experience in MIS development.
  • Proficiency in popular coding languages including PHP, Laravel, Java, Javascript, Angular JS, React Js, Vue.js.
  • Excellent knowledge in Web languaes, CSS, HTML5, jQuery, Bootstrap.
  • Strong code problem-solving.
  • Knowledge of software development and user interface mobile applications.
  • Knowledge of software development and user interface mobile applications
  • Respect the data protection and data security rules specified in the country office, to make sure that all MIS system can be assigned in GDPR protocols.
  • Good communication skills and fluency in English and Dari or Pashto,
  • Flexibility to travel to other provinces as required.
