About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

  • Assist the Project Manager/Provincial Coordinator in planning and implementing of Community Based Education (CBE) and technical components of the project in targeted districts and CBE classes;
  • Supervise and support community mobilization, awareness raising regarding CBE education, establishment of SMS shuras and CBE classes according to CBE policy;
  • Provide regular technical in-classroom support to community-based teachers through observation, teaching assessments, feedback and planning of training accordingly;
  • Coordinate project activities with DEDs, SMS, PEDs, and Teachers;
  • Lead on students’ registration and exam results process with hub schools in targeted districts;
  • Work on proper record keeping and filing of the targeted classes, students, training and meetings;
  • Work with the Provincial Coordinator on the successful handover of community-based classes to the MoE by supporting the relationship between community-based teachers, school shuras, hub schools, and DEDs/PEDs;
  • Support M&E and Reporting Officer in collecting the required information for monitoring, reporting, assessments and success stories regarding the CBE classes;
  • Prepare required field reports and regular updates to M&E/Reporting Officer and Provincial Coordinator regarding project activities progress, success stories, assessments, coordination, training, meetings, and provision of teaching and learning materials and context development in the targeted communities and districts;
  • Any other tasks assigned by the line manager;

Job Requirements:

  • Bachelor's degree in Education, Management or other relevant academic disciplines.
  • At least five to seven (5-7) years of work experience in education-related projects (e.g., ALP, CBE, TLS, and EIE projects) and good experience in work with communities and DEDs/PEDs;
  • Very Excellent speaking and writing skills in local languages (Pashto and Dari) and good English skills (spoken and written);
  • Good analytical and decision-making skills and understanding of the local context;
  • Good skills in MS Office Package and Internet applications;
  • Excellent interpersonal skills and ability to communicate with stakeholders, local communities and project team;
  • Punctual and hardworking, desire to meet deadlines and serve rural communities;

Ability to make regular field trips to project-targeted districts and communities
