Job Descriptions:

POSITION OBJECTIVE

Senior MIS/M&E officer is responsible for overall MIS/M&E activities of his/her assign projects including project tools management (development, user orientation, procurement, supply and rational use),  on time data collection and entry of project data on the System, analysis, interpretation, visualization and dissemination of project data, providing feedback to program team in NPO and regional level regarding quantity and quality of data and report, track project performance through achievement versus target and project YPO and conduct field visit to ensure that the project is align with their objectives and workplan.

JOB DUTIES AND RESPONSIBILITIES
•    Actively participate with NPO and regional health team in developing recording and reporting tools and software’s and provide input according to the region and area contexts and project requirement. 
•    Coordinate with admin and procurement team at national and regional level and ensure that the projects recording and reporting tools are provided and supplied to project services delivery points. 
•    Provide on the job training for end users about project indicators and data elements case definition and ensure from accurate recording and reporting of project services.  
•    Regularly check the system and ensure that all reports of related projects from all regions and areas are submitted completely at one time.
•    Regularly (monthly and quarterly based on project requirements) check the project reports and data on the system, analyze submission rate and quality of data and provide feedback to program team in national and regional offices and services delivery points. 
•    Track the projects Key performance indicators achievement versus target in each province, visualize and share the data to program colleagues in nation and provincial level. 
•    Create dashboard from analyzed data and share with program and management team for early detection and follow up of the gaps and diversions. 
•    Perform root cause analysis in coordination with program colleagues about indicators with low performance and provide improvement plan for improving the achievement. 
•    Develop supervision/monitoring checklist in coordination with the program and M&E team considering project requirements for project supervision and monitoring. 
•    Regularly visit the project services delivery points, verify the data, ensure quality of the data and provision of services according to the project objectives and workplan.
•    Address gaps found during supervision/nonrioting, provide and submit mission report to program and MIS colleagues in nation and regional level.
•    Regularly follow up the action plan provided by the program colleagues regarding mission finding and ensure that all gaps are addressed and solved by region and area team.
•    Attended joint monitoring with the donor and other stakeholders and followed up their findings in coordination with program colleagues in regional and national level. 
•    Review project technical report figures, ensure that the figures are accurate considering the data sources, edit if needed and provide feedback to regional MIS/M&E team. 
•    Track the project workplan and ensure that all planned activities are conducted, and their data reported to regional MIS/M&E team.
•    Attending training, coordination meetings and workshop and representing AKF MIS/M&E unit of Health and nutrition department. 
•    Provide input for program, donor and other stakeholders about requests and queries about the project data and performance. 
•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.  
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training. 

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Engagement in projects evaluation, research and studies.
•    Providing information and input to program and other stakeholder based on their need and request.

DECISION-MAKING & AUTHORITY
•    Tools development.
•    Planning and implementation of field visits.
•    Approaches for data analysis and visualization.
•    feedback to regional and area office M&E/MIS team.

Job Requirements:

JOB SPECIFICATION
•    Graduate from a recognized health institute MD or bachelor’s degree in public health is preferred.
•    Computer skills: Microsoft office. Software for data analysis and visualization like Kobo, SPS, power BI and STATA is preferable.  
•    Experience: 05 years of experience in health management information system and project monitoring and evaluation.
•    Language skills: able to speak fluently in national language (Dari and Pashto) good skill in English language.
•    The candidate should have a knowledge of MIS tools development.
