Job Descriptions:

Job Summary

The Finance Manager is responsible for the overall financial management (planning, budgeting, accounting and reporting. The individual ensures compliance of all accounting and financial reporting functions, oversees cost and general accounting, accounts receivable/payable, payroll, risk management, tax clearance and audit backup documentation.

  • Set up the corporate financial system customizing/modifying the QuickBooks accounting tool.
  • Preparing the monthly payroll for all staff. This payroll should be verified by the Program Director.
  • Monitor the day-to-day financial operations within the company, such as payroll, invoicing, taxation and other transactions.
  • Seek out methods for minimizing financial risk to the company.
  • Review financial data and prepare monthly, quarterly and annual reports.
  • Establish and maintain financial policies and procedures for the company.
  • Develop & maintain good filing system for financial documents.
  • Manage and keep records of all types of accounting transaction (Advances, Account receivable/payable, Taxation and prepaid expense).
  • Receive the inventory report and reconcile it with his/her project inventory records.
  • Prepare reports for internal and external Audit.
  • Ensure timely submission of all financial reports, records, and files to home office.
  • Be updated on all information regarding new rules, policies & procedures of Afghanistan Specially Ministry of Finance and Ministry of Economy.
  • Keep track of project bank account and petty cash. Prepare monthly bank reconciliation and when required prepare cash flow.
  • Prepare and keep track of budget and prepare monthly budget analyses report.
  • Ensure that the expenses are recorded according to the proper budget lines and categorized systematically.
  • Ensure close coordination with Logistics and Procurement sections and ensure timely submission of budget/cash request to the Program Director.
  • Providing training and technical assistance in financial management to the Finance Officer (s), intern (s), and other staff that senior management recommend.
  • Maintain policies, procedures, documents and database as well as hard copy binders.
  • Coordinate with other departments for sharing/obtaining relevant information.
  • Maintain of the filling system ensuring safekeeping of confidential materials.
  • Follow up on deadlines & commitments made.
  • Perform any other task assigned by the Managing Director and Program Director. 

  

Job Requirements:

Qualifications:

  • Bachelor’s degree, Account/Finance, or higher, preferably a MBA
  • Minimum of 8 years of experience Accounting/Finance
  • Fully qualified accountant (ACA, ACCA, CIMA)
  • Detailed knowledge of the Afghan laws, policies, procedures, regulations and guidelines 

 

Skills

  • Excellent knowledge of QuickBooks (Prime Contractor).
  • Having better knowledge of Quick Book
  • Excellent knowledge of Microsoft Excel.
  • Excellent written and verbal communication skills (English & Local Languages).
  • Excellent integrity and character.
  • Excellent facilitation/presentation and report writing skills.
  • Strong interpersonal skills and ability to engage with others.
  • Ability to work within multicultural, multinational working teams and work under pressure conditions.
  • Proficiency in Microsoft Office package, specifically in Word, Power Point, and Excel.
