About ACBAR:

Agency Coordinating Body for Afghan Relief & development (ACBAR) is a national, independent, non-government organization (NGO) that provides a platform for information-sharing and networking for national and international NGOs in Afghanistan. ACBAR was created in Peshawar, Pakistan, in August 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to coordinate assistance and delivery of services more efficiently. ACBAR’s main office or secretariat has been based in Kabul since 2002.  ACBAR also has five provincial offices in Jalalabad, Mazar-e-Sherif, Herat, Kunduz, Khost, Bamyan and Kandahar.

ACBAR’s key activities focus on four pillars, namely: information sharing, coordination, advocacy with NGO members, the government, UN, donors and wider civil society.  It also provides capacity building support to national NGO organizations to enhance effectiveness in humanitarian assistance for affected population within Afghanistan.

Job Descriptions:

Under overall ACBAR policies and direction, Regional Manager assumes the responsibility of fostering good governance, transparency, and accountability among NGOs while enhancing their overall perception. In this capacity, the Regional Manager is tasked with the following responsibilities:

ESSENTIAL TASKS

Essential tasks include the following:

  • Managing and reporting to Deputy Director on day-to-day operations of ACBAR members at regional level.
  • Serving as ACBAR's representative on issues relevant to Code of Conduct (CoC), NGO Law, Sphere, and coordination efforts throughout Central Highlands Afghanistan.
  • Functioning as ACBAR's primary coordinating body in the Central Highlands, specifically in Bamian.
  • Submitting weekly activity reports to the main office, along with concise monthly summaries highlighting key issues.
  • Promptly notifying the main office in case of emergence related to NGO community, especially ACBAR member agencies, and providing relevant collected information.
  • Delivering real-time updates and assistance to ACBAR member agencies within the region.
  • Coordinating ACBAR's activities with UN agencies and donor organizations in Highlands.
  • Representing NGO community during government and UN agencies meetings.
  • Attending and participating in Provincial Development Committee (PDC) meetings in Bamian, Daikundi, Maidan Wardak, and Ghazni, provinces, addressing matters concerning the NGOs' Code of Conduct.
  • Conducting training workshops and seminars on the Code of Conduct and NGO Law.
  • Continuously engaging with Directorates, monitoring progress, and providing regular reports to NGO community.
  • Maintaining a framework for sectoral and area coordination meetings upon member agency requests and as needed.
  • Attending sectoral meetings, seminars, and workshops, ensuring all necessary arrangements are made before, during, and after such events. Sharing research findings, coordination efforts, and planning initiatives undertaken by various NGOs/CSOs as necessary and facilitating coordination meetings with UN agencies, donors, and government bodies.
  • Conducting assessments on specific issues as requested by the Director, Deputy Director, or member NGOs, and presenting the findings in written reports.
  • Formulating recommendations to enhance ACBAR's operational practices.
  • Sustaining an ongoing dialogue with relevant authorities, addressing issues at the request of ACBAR members at the regional level.
  • Proposing an annual "Work-plan" for approval, as well as new initiatives to enhance ACBAR's overall regional activities.
  • Regularly reporting all activities to Deputy Director, with particular attention to security-related matters.
  • Developing a monthly meeting schedule for the provinces.
  • Remaining attuned to future needs and requirements and adapting accordingly.
  • Coordinating and participating in the creation of regular materials, reports, discussion papers, workshop materials, etc., incorporating key themes from these materials.
  • Providing Dari/Pashto and English translation services, as needed.
  • Carrying out any other relevant tasks assigned by ACBAR.

Job Requirements:

EDUCATION, TRAINING and/or EXPERIENCE

  • A Master preferred, university degree is mandatory.
  • A relevant degree is required.
  • A minimum of eight years of overall experience, including Five years of experience in NGOs, with a strong background in senior management involving coordination, communication, and effective leadership, is a requirement.
  • Minimum education level required: MSc/MA.
  • Prior work experience in Afghanistan and/or other conflict zones is essential.
  • Profound experience in organizational management is essential.

    KNOWLEDGE, SKILLS and/or ATTRIBUTES:
     
  • Skills in coordination, representation, and communication are required.
  • Demonstrated ability in strategic and operational management, coupled with strong interpersonal skills, exemplifying a team-player approach.
  • Problem-solving skills are a fundamental requirement.
  • Capability to prioritize tasks, manage stress, and handle multitasking is crucial.
  • Adaptability to a stressful environment, adeptness in managing pressure, and effectively handling challenging work situations are vital.
  • Personal integrity, a sense of humor, intuition, and self-motivation are advantageous qualities.
  • Proficiency in common computer software, including word processing and spreadsheets, is necessary

    LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
     
  • Ability to visit and conduct face to face meetings with NGO partners
  • Fluency in spoken, reading, and written English, Dari, and Pashto is mandatory.

    Knowledge, Skills and Abilities:
     
  • Observation, active listening and analysis skills with ability to make sound judgment
  • Good interpersonal skills and the ability to interact effectively with diverse groups
