Job Descriptions:

Position Summary
The Operations Officer plays a crucial role in supporting the operational functions of the Helping Hands for Women Organization (HHWO) in Panjshir province. This position involves overseeing logistics and Procurement, administration, Finance, and compliance to ensure efficient and effective implementation of projects and smooth organizational operations.

Main Duties & Responsibilities:

Logistics and Procurement:

    • Coordinate and oversee all logistics and procurement activities, ensuring timely and cost-effective delivery of goods and services.
    • Develop and implement procurement plans per organizational policies and donor requirements.
    • Conduct market assessments, solicit quotations, evaluate bids, and negotiate contracts with suppliers.
    • Monitor procurement processes to ensure compliance with HHWO and donor procurement guidelines.

Administrative Support:

    • Manage administrative processes such as office management, asset inventory, travel arrangements, and event coordination.
    • Support the HR function by assisting in recruitment processes, onboarding of new staff, and maintenance of personnel records.
    • Ensure compliance with organizational policies, procedures, and statutory regulations.

Financial Management:

    • Assist in financial management tasks, including budget monitoring, expense tracking, and financial reporting.
    • Prepare financial documents such as payment vouchers, invoices, and financial reports.
    • Support internal and external audits by providing necessary documentation and information.

Compliance and Risk Management:

    • Monitor compliance with donor regulations, legal requirements, and organizational policies.
    • Identify operational risks and implement mitigation strategies to safeguard organizational assets and operations.
    • Maintain proper documentation and records related to operations, procurement, and administrative activities.

Coordination and Communication:

    • Facilitate communication and coordination between different departments and project teams.
    • Serve as a focal point for operational queries and provide timely responses and support.
    • Coordinate with external stakeholders, including government entities, vendors, and service providers.

Capacity Building:

    • Provide training and capacity building support to provincial staff on operational procedures, compliance, and best practices.
    • Foster a culture of operational excellence and continuous improvement within the organization.

Reporting:

    • Prepare regular operational reports, including procurement status, inventory management, and administrative updates.
    • Compile data and information for internal and external reporting requirements as per organizational standards.

Job Requirements:

Education:

    • Bachelor’s degree in Business Administration, Management, Logistics, Finance, or a related field. A Master’s degree is desirable.

Experience:

    • At least 3-5 years of relevant experience in operations management, logistics, procurement, or administration within an NGO or international organization.
    • Proven experience in managing procurement processes, including sourcing, bidding, and contract management.
    • Strong understanding of financial management principles and budget monitoring.

Skills: 

    • Excellent organizational and multitasking skills with the ability to prioritize tasks effectively.
    • Strong analytical and problem-solving abilities.
    • Proficiency in using MS Office applications (Word, Excel, PowerPoint) and ERP systems.
    • Ability to work collaboratively in a team and independently with minimal supervision.

Languages: Written and spoken fluency in English and Dari and/or Pashto.
