In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  • Responsible for the overall mental health and disabilities activities in program area
  • Conduct need assessment of mental health training and coordinate training of health workers
  • Through community networking, ensure proper assessment of mental health and disability problems in the communities
  • Organize regular training for health staff doctors, nurses, midwives and CHWs as per plan in HN-TPO coverage area.
  • Carry out regular staff supervision to ensure/support clinical practice is in accordance with standard and report to mental health team leader.
  • To give on spot training and support to health staff in all health facilities under HN-TPO coverage
    • Provide regular technical assistance and training on mental health care and disability for health facility staff and CHWs
    • Conduct regular supportive supervision of the health facilities and CHWs in order to ensure mental health care and disability are implemented according to MOPH policies
    • Ensure that mental health and disability services are being provided as per BPHS/EPHS, related guidelines and MoPH policies in all health facilities under the project
    • Ensure effective coordination and active participation in provincial and central level meetings/workshops and seminars arranged by related department of Ministry of Public Health and other stakeholders
    • Accountable to include possible technical inputs to other BPHS/EPHS components during field supervision and official assignments that are directly or indirectly related to the health care of population with mental health and disability status and overall project performance.
  • Ensure that the needed logistic supplies for the training activities are available
  • Ensure that health facilities in his/her coverage area are regularly supervised and have acceptable mental health treatment standards
  • Ensure proper interpersonal communication and teamwork enthusiasm with filed and office staff as well as other related entities/bodies of stakeholder both at provincial and central level. 
  • Develop mental health referral centers preferably at CHC+ and hospital and provide systems for quality mental health and referral services for affected persons; Coordinate with heads of Health Facilities on mental health services including referrals
  • Develop a standardized recording and reporting system at health facilities that will allow staff to follow-up patients and link with communities; Ensure accurate client files and records.
  • Coordinate mental health case finding in the program area and through CHWs(Community Health Workers)
  • Ensure supervisory field visits using checklist and tools for ensuring mental health case identification and referrals to health facilities
  • Facilitate referral of serious mental disorders to provincial hospital
  • Maintain up-to-date reports on the operations of the mental health activities and the Social Care and Rehabilitation Programs in the program area.
  • Ensure of training of health staff on mental health counseling and management
  • Establish a system of feedback at health facilities and  health post for mental health affected persons and systems for reporting, supervision and monitoring
  • Ensure the flow of information within the program area, and to other departments or agencies.
  • Ensure proper coordination with local and provincial organizations and other key stakeholders on issues regarding Mental Health.
  • Liaise and coordinate with other NGOs and sectors dealing with mental health
  • Advice the PHPO regarding the development of special programs for mental health clients.
  • Provide public education on mental health issues through community dialogue.
  • Plan, coordinate and implement community based programs in collaboration with NGOs and community groups.
  • Ensure coordination with MOPH on mental health issues, training of staff and mental health services IEC materials.
  • Develop, implement, monitor and evaluate the Social Care Program.
  • Attend mental health trainings as required
  • Attending and participate in all necessary meetings, workshop and trainings
  • To assist in other activities as per the recommendation of the program.  

Policy

  • Participate in meetings of the Mental Health Management Team
  • Represent the Mental Health Project in policy meetings
  • Participate in developing implementation plans for the next phases of the Mental Health Project

Authority

  • To use the room and computer facilities of Mental Health office for work activities.
  • Organize trainings, and contact local health authorities for appointments.
  • Plan and conduct supervision missions.
  • According to the job skills more authorities can be added.

Job Requirements:

  • Graduated from recognized medical faculty (MD)
  • Having 2 years Work experience in MHPSS field
  • Interest in mental health issues. Preferably having followed Mental Health Trainings, in particular a Mental Health TOT(Training of Trainers) / BMH(Basic Mental Health) Training.
  • Good communication and social skills
  • Fluent in spoken English, and Dari /Pashto
  • Writing abilities in English
  • Good organizational skills
  • Computer skills (ability to work with Word and Excel, and preferably PowerPoint and Asia Soft Dari and Pashto)
