HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  1. Logistics/Procurement Department Description
  2. The HealthNet TPO Paktia Provincial Office logistics procurement unit is established to perform procurement/logistics activities according to the HealthNet TPO procurement policy, local government requirements, and donor rules and regulations for all HealthNet TPO-run projects all over the country. Moreover, the unit carrying out support to maintaining inventories of all assets available for program implementation and storage of them for further effective use in different projects in full compliance with HN TPO, Local government, and donor rules and regulations. 
  1. Purpose: The position aims to effectively & efficiently carry out the unit's non-medical Logistics/Procurement activities according to the organization’s standards and Logistics/Procurement policy, local government requirements, and donor rules and regulations, ensure effective internal and external coordination and communication, perform non-medical logistics/procurement activities and ensure full compliance to donors and organization rules and regulations.
  2. Filed Supervision and support:
  • Conduct regular supportive supervision visits in line with the developed supervision plan to field offices/project sites and provide information, guidance, direction, and on-the-job support to project procurement logistics teams.
  • Develop field visit reports and share them with the Logistic Officer for required support and decisions and very close follow-up of the visit findings at different levels.
  • Ensure submission of written feedback to provincial logistic/Procurement teams within one week of the field visit, and develop a remedial action plan to timely address findings of the supervision/monitoring visit.
  • Identify potential disputes among field logistics/procurement staff members and timely report to the logistics Officer to seek ways of resolving potential conflicts among staff members that are harmful and affect the smooth implementation of the project's non-medical procurement plans.

 

  1. Financial Management
  • Strictly follow deadlines for submission of completed procurement documents to the Finance Department and support the projects finance team in regular follow-up of the non-medical procurement status of the projects, and provide feedback and recommendations to projects Finance Coordinators.
  • Follow up on the non-medical suppliers’ payments with the finance team to ensure payments are released according to the payment schedules.
  1. Procurement & Supply management
  • Ensure HN TPO procurement policy, local government requirements, and donor rules and regulations are applied in all kinds of logistics/procurement activities carried out by the Paktia Provincial Office logistics/procurement unit and as well as by field staff.
  • implement a non-medical procurement plan, supported by the logistics officer, finance team members, and grant technical mangaer to ensure all non-medical procurements are done according to project procurement plans.
  • Ensure that non-medical supplies for relevant project is made available promptly.
  • Ensure Goods Receive Notes (GRNs) are returned to the Paktia Provincial Office right after the goods & supplies are dispatched to project sites.

 

  1. Annual audit:
  • Provide support to the logistics Officer in providing non-medical logistics/procurement documents for the annual audit.
  • implement an action plan for audit findings.
  • Follow up on the action plan.
  • Support the internal audit process.

 

  1. Communication and enhance productivity:
  1. Improved Communication and linkages;
  • Effective and excellent communication with team members and keeping an open door for logistics/procurement staff to share their issues & concerns and provide professional and management support.
  • Identify and timely report employee disputes that have negative consequences on non-medical procurement/logistics activities.
  • Encourage and inspire team members to follow his path and the way to achieving the organization's objectives & goals.
  • Ensure greater productivity and efficiency through managing time effectively, spending time on the most important tasks, meeting deadlines, and producing quality results.
  • Implement organization strategy and policy documents.
  • Ensure compliance with policies and procedures and project(s) contractual requirements.

 

  1. Personal Motivation and Problem Solving:
  • Develop good relations with staff in a way to have mutual trust building and interest to identify and provide support in resolving the personal problems of his subordinates 
  1. Workplace, Health, and Safety: 
  •  Look after workplace health and safety that can increase productivity, and employee retention and enhance staff morale.
  1. Filing System:
  • Ensure proper filing system is available and maintained.
  • Make sure the soft and hard copies of the non-medical procurement documents are kept in an organized manner.
  • Make sure that regular backup is obtained and IT Manager/Officer is encouraged to store the backup on reliable hard disks

Job Requirements:

  • Graduated from recognized BBA  program
  • At least 1 years’ work experience in Logistic/Procurment with INGOs/Government
  • Good communication skills
  • Ability to travel remote areas and district to observe the progress of the project logistic related.
  • Good working knowledge of the Microsoft package and internet
  • Good organizational skills and ability to work effectively in team
  • Well familiar with data entry in the field
