Background

Ansari Rehabilitation Association for Afghanistan (ARAA) is a national, non-governmental, not-for-profit organization, established in 1992 for serving the people of Afghanistan through its operation in sectors of Health, Protection, agriculture/irrigation, water and sanitation, education, reintegration, social services, and construction, as well it has been established to provide humanitarian supports, based on the principles of human rights, Islamic and cultural values of our country, and environmental and socio-economic sustainability to the vulnerable people of Afghanistan.

In continuation of its 2025 program operational plan, ARAA is seeking for a qualified person to apply for this position.

Job Descriptions:

Job Description/Responsibilities

Under the direct supervision of the Country Programme Manager and Protection Officer, the Social Worker shall:

  • Identify and assess individuals and families in need of civil documentation and legal assistance.
  • Support clients in navigating administrative and legal procedures to obtain civil documentation (e.g., Tazkera, birth certificates).
  • Provide case follow-up to ensure the timely and successful resolution of documentation issues.
  • Conduct outreach activities to raise awareness about civil documentation rights and processes among communities.
  • Organize and facilitate community-based information sessions on the importance of civil documentation and its benefits.
  • Collaborate with local authorities, legal aid providers, and other relevant actors to facilitate the issuance of documentation.
  • Refer complex cases to legal advisors or specialized services when required.
  • Maintain accurate and confidential case records, ensuring data security in line with organizational and UNHCR guidelines.
  • Provide regular updates and reports on activities, challenges, and outcomes to the Protection officer and Country Programme Manager.
  • Work closely with Communities to identify persons in need of civil documentation support.
  • Advocate for vulnerable groups, including women, children, and persons with disabilities, to access documentation services.
  • Identify and report systemic challenges or barriers to accessing civil documentation, contributing to project-level solutions.
  • Ensure that all interventions align with UNHCR’s SOPs and protection principles and international human rights standards.
  • Promote a client-centered approach, respecting confidentiality and the dignity of all beneficiaries.

 

Job Requirements:

Job Requirements

  • High School or bachelor's degree in Social Work, Sociology, Law, or related field (Master's degree preferred).
  • Minimum of 2 years of experience in social work, case management, or community engagement, preferably in a humanitarian context.
  • Experience working on civil documentation or legal aid projects is an advantage.
  • Strong knowledge of Afghan civil documentation processes, including legal frameworks and administrative systems.
  • Familiarity with protection principles and community-based approaches.
  • Proficiency in documentation and reporting tools, including Microsoft Office.
  • Fluent in Dari and Pashto. Proficiency in English is highly desirable.
  • Strong interpersonal and communication skills, with the ability to build trust and rapport with vulnerable communities.
  • Problem-solving and organizational skills, with attention to detail.
  • Ability to work independently and as part of a team in a challenging environment.
  • Willingness to travel frequently within Herat, Farah, and Badghis provinces.
  • Commitment to ARAA and UNHCR’s humanitarian principles, including impartiality and confidentiality.
