Background

Ansari Rehabilitation Association for Afghanistan (ARAA) is a national, non-governmental, not-for-profit organization, established in 1992 for serving the people of Afghanistan through its operation in sectors of Health, Protection, agriculture/irrigation, water and sanitation, education, reintegration, social services, and construction, as well it has been established to provide humanitarian supports, based on the principles of human rights, Islamic and cultural values of our country, and environmental and socio-economic sustainability to the vulnerable people of Afghanistan.

In continuation of its 2025 program operational plan, ARAA is seeking for a qualified person to apply for this position.

Job Descriptions:

Job Description/Responsibilities

Under the direct supervision of the Country Programme Manager and Protection Officer, the Protection Case Management focal point shall:

  • Act as the primary focal point for Persons with Specific Needs (PSN) and protection case management activities.
  • Oversee the identification, assessment, and follow-up of PSN cases, ensuring timely and appropriate assistance.
  • Develop individual case plans in collaboration with beneficiaries, ensuring that the best interests of the person are prioritized.
  • Develop and maintain a referral pathway for PCM cases requiring specialized services (e.g., cash assistance, medical care, legal aid, psychosocial support).
  • Organize monthly coordination meetings with relevant agencies/PCM Network members and stakeholders to improve referral pathways and strengthen inter-agency collaboration.
  • Advocate for the needs of vulnerable individuals, including women, children, persons with disabilities, and the elderly, at the community and organizational levels.
  • Build the capacity of the PCM network, including stakeholders and partner organizations, to enhance case management processes and coordination.
  • Facilitate regular monthly meetings with network members to discuss case trends, challenges, and best practices in protection case management.
  • Train and mentor field staff, and network members on PSN/PCM identification, case management principles, and referral mechanisms.
  • Monitor case progress and ensure timely follow-up actions are taken in line with agreed case plans.
  • Maintain accurate and confidential case management records in compliance with data protection standards.
  • Provide regular updates, analysis, and reports on PSN/PCM activities to the Protection Officer.
  • Act as the liaison between ARAA and other protection actors, local authorities, and service providers to strengthen the PSN/PCM response.
  • Represent ARAA in protection working groups and coordination forums at local, regional, and provincial levels.
  • Promote effective collaboration between agencies in the PSN/PCM network to ensure a unified approach to protection concerns.
  • Ensure all activities adhere to UNHCR and international protection standards, including the UNHCR Case Management Guidelines.
  • Promote a survivor-centered and rights-based approach in all case management activities.

  • High School or bachelor’s degree in Social Work, Sociology, Psychology, Law, or a related field (Master's degree preferred).
  • Minimum of 3 years of professional experience in case management or protection programming in humanitarian settings.
  • Proven experience in coordinating inter-agency networks or working groups.
  • Experience working with PSN cases, including persons with disabilities, elderly individuals, and survivors of abuse, is an advantage.
  • Strong knowledge of case management processes, including assessment, planning, implementation, and monitoring.
  • Expertise in building and managing networks or inter-agency collaborations.
  • Familiarity with national and international protection standards, including UNHCR’s protection guidelines.
  • Proficiency in using case management tools and reporting systems.
  • Fluent in Dari and Pashto. Proficiency in English is highly desirable.
  • Excellent communication, interpersonal, and negotiation skills.
  • Strong organizational and time-management skills, with the ability to handle complex cases effectively.
  • Empathy and cultural sensitivity, with the ability to build trust and rapport with vulnerable populations.
  • Willingness to travel extensively within Herat, Farah, and Badghis provinces.
  • Commitment to ARAA and UNHCR’s protection principles, including confidentiality and respect for beneficiary dignity.
  • Ability to work under pressure and in emotionally challenging environments.
