Coordination of Humanitarian Assistance (CHA) is a non-governmental, non-profitable, and non-political Afghan NGO, working since 1987 mainly in agriculture, health, education, and infrastructure sectors in more vulnerable areas of the country. CHA is working through the implementation of Emergency, rehabilitation, and development projects for emergency aid for war, famine, and natural disaster-affected families in the field, to assist with the rehabilitation of rural and urban life, and to work with communities for sustainable development in Afghanistan.

Job Descriptions:

o Establish, manage, and provide support to the network of Community-Outreach Volunteers (COVs) across the province and region, ensuring diverse community representation, including women, youth, and persons with disabilities.

o Facilitate two-way communication between CHA, UNHCR, and the communities, ensuring that vulnerable groups, such as returnees, IDPs, and refugees, have access to information and support services.

o Coordinate with community leaders, local stakeholders, and partners to implement community awareness-raising activities on protection issues, available services, and community initiatives.

o Organize and deliver training sessions for COVs on key protection-related topics, program updates, and community-based protection approaches to increase their effectiveness.

o Support COVs in conducting focus group discussions (FGDs) and key informant interviews (KIIs) as part of UNHCR-CHA’s community engagement activities.

o Oversee the collection and analysis of community feedback and complaints through established channels, ensuring that all concerns are logged and addressed in a timely manner.

o Ensure that gender-sensitive approaches are incorporated into all community engagement activities, particularly addressing barriers for women and marginalized groups.

o Record and report community-level issues, risks, and protection needs that require follow-up action from protection partners and other humanitarian actors.

o Collaborate with local authorities and service providers to ensure the referral of individuals identified with specific protection needs to the appropriate services.

o Support the identification of high-priority protection cases and vulnerable individuals for protection interventions.

o Facilitate information-sharing sessions with communities about UNHCR’s complaints and feedback mechanisms, and promote awareness of available services.

o Provide regular reports on community engagement activities, including challenges faced, successes achieved, and emerging community needs.

o Ensure that data collection for participatory assessments is conducted efficiently and the information is integrated into program planning.

o Conduct other tasks assigned by supervisor.

Job Requirements:

• Bachelor’s degree in related field.

• At least 3years of experience in community engagement, protection, or humanitarian response with a focus on community-based protection mechanisms.

• Strong understanding of community dynamics and the protection needs of returnees, IDPs, refugees, and vulnerable host community members.

• Experience in managing community-outreach activities, including volunteer networks, focus group discussions, and community mobilization efforts.

• Fluency in Pashto/Dari and good working knowledge of English.

• Excellent communication, interpersonal, and coordination skills, with a focus on inclusive approaches that ensure equal participation of men, women, and marginalized groups.

• Ability to work under pressure in remote and challenging environments, often with limited resources.

• Travel frequently to field locations across Center and districts of province.
