Formed in 1992, PIN has evolved into the biggest organization of its kind in post-communist Europe, providing relief and development aid where it is needed, and empowering civil society at home and abroad. In Afghanistan, PIN has been active since 2001, responding to humanitarian needs where they arise, and through targeted development programmes. Currently, PIN focuses primarily on Emergency Response, Food Security & Livelihoods, Education and Shelter, with support from a variety of donors. By working closely with the communities, PIN has managed to maintain a significant field presence in Afghanistan.

Job Descriptions:

People in Need (PIN) serves as lead agency in an EU-funded livelihoods consortium, partnering with Catholic Relief Services (CRS), Mercy Corps (MC), and the Afghan Women’s Education Centre (AWEC). PIN Afghanistan is seeking a skilled INTPA Project Manager (PM) to lead the successful implementation of PINs project activities within the consortium, encompassing Livelihoods, and Disaster Risk Reduction (DRR). The PM will establish and lead the INTPA programme team, ensuring the timely and budget-compliant delivery of project activities to achieve the intended outcomes. Responsibilities will include adhering to PIN's project management quality standards, proactively managing risks, and resolving challenges to ensure the project stays on track. Additionally, the PM will ensure that all beneficiaries receive assistance in a safe, respectful and dignified manner. The role requires strict compliance with Core Humanitarian Standards as well as PIN's policies and procedures, with prompt escalation of risks and issues to the Consortium Coordinator. The ideal candidate will possess strong technical expertise in agriculture, livelihoods and Disaster Risk Reduction. Proven experience successfully delivering similar projects in shock-prone, access-challenged areas is essential.

Responsibilities and Duties:

  • Under the supervision of the Consortium Coordinator, ensure the robust set-up of the project, including establishment of clear workplans, budget forecasts, procurement plans.
  • Work with MEAL department to establish and maintain activity / beneficiary tracking tools. 
  • Line manage a project team including sector specialists (Agronomy, Livelihoods and DRR) and Field Officers.
  • Provide regular internal monthly / quarterly reporting to the SMT on project progress against agreed workplans; including outputs/targets achieved, and challenges.
  • Work closely with the Consortium Finance/admin Coordinator to update, track and report on budget vs actual expenditure.
  • Initiate and lead monthly meetings with project support functions (logistics, finance, HR and MEAL) to ensure all functions are meeting their obligations to the project in a timely, efficient and effective manner, escalating any issues to the CC.
  • Work with the MEAL department to ensure that a contextualized and project appropriate Community Feedback and Response Mechanism (CFRM) is in place at all project sites.  
  • Support procurement with contract management of project suppliers and vendors ensuring quality, timely and compliant delivery of contracted goods and services as per contract terms.
  • Agile and proactive solving of problems, ensuring that all efforts are made to deliver the project successfully    
  • Comply with the security advisory and procedures issued by the PIN Afghanistan Security Team, Access Team and Senior Management.
  • Reporting immediately any perceived, anticipated or actual security threats immediately to the Access and Safety Manager, DCD, CC.    
  • Support the Consortium Finance/admin Coordinator to maintain and properly archive project documentation, as per PIN archiving systems and standards.

Project Cycle Management:

  • Ensuring communities and local structures’ initial and continued acceptance of PIN, the project, and the project team in programming areas, whilst maintaining adherence to PIN ‘red-lines’ and Core Humanitarian Standards. 
  • Escalating any access or acceptance issued to the Access and Safety Coordinator and CC immediately.
  • Ensure needs assessments and beneficiary selection activities adhere to PIN policies, procedures, quality standards and Core Humanitarian Standards and apply principles of protection and accountability to affected persons (AAP)    
  • Work with MEAL team in the design of assessments, and timely implementation of assessments, verification, and monitoring activities.  
  • Ensure distributions and other project activities are carried out in accordance with PIN policies, procedures and quality standards, enhance protection of and accountability to affected persons and all audit-supporting documents are maintained, completed and filed accordingly.   
  • Ensure that lessons are being tracked and documented for continuous improvement.     

Technical Responsibilities:

  • Ensure that any sensitization, awareness raising or community engagement activities are supported with quality, technically accurate and accessible materials to ensure meaningful access of the marginalized and vulnerable.     
  • Ensuring mainstreaming of protection measures through all stages of project delivery and AAP.   
  • Professional representation of PIN to communities, local authorities and other NGOs.   

Team Management :  

  • Hiring and direct line management of Program team (Livelihood, DRR and Agricultural specialists and Field Officers.
  • Ensure project team’s performance against PIN Code of Conduct, SOPs, project requirements.     
  • Ensuring proactive, open and transparent communications across the team to foster respectful and inclusive working environment, proactively resolving any team tensions and leading by example.    
  • Ensuring all team members are fully clear on their individual roles and responsibilities and their obligations to other team members and PIN supportive functions are well known.

Reporting Lines:

The INTPA Programme Manager will report directly to the Consortium Coordinator.

Job Requirements:

  • More than Four years of demonstrated Project Management experience of humanitarian and early recovery projects, preferably in Ghazni. 
  • University Degree, preferably in the field of agro-business / livelihoods.
  • Demonstrated understanding or project management principles.   
  • Proven people management experience and skills and ability to manage with empathy.   
  • Proven experience in managing livelihoods projects in remote locations.   
  • Demonstrated ability to write clear and concise reports.    
  • Excellent communication and negotiation skills.
  • Adaptability with sound professional judgement and decision-making skills.  
  • Understanding of risk informed management approaches.   
  • Ability to work independently.   
  • Willingness to take responsibility for assigned responsibilities and performance of whole team.   
  • Fluent in English, Dari and Pashto – written and spoken.    
  • Proficient in use of Microsoft Excel and Word.  

    Desired:

  • Should have understanding of EU funded projects
