People in Need (PIN) is a Czech NGO that provides relief and development assistance in over 20 countries around the world. Formed in 1992, PIN has evolved into the biggest organization of its kind in post-communist Europe, providing relief and development aid where it is needed, and empowering civil society at home and abroad. In Afghanistan, PIN has been active since 2001, responding to humanitarian needs where they arise, and through targeted development programmes. Currently, PIN focuses primarily on Emergency Response, Food Security & Livelihoods, Education and Shelter, with support from a variety of donors. By working closely with the communities, PIN has managed to maintain a significant field presence in Afghanistan.

Job Descriptions:

PIN is the lead agency in an EU funded livelihoods consortium, partnering with Catholic Relief Services (CRS), Mercy Corps (MC), and Afghan Women’s Education Centre (AWEC). Under the direct management of the Consortium Coordinator, and the technical supervision of the Finance Coordinator, PIN is seeking a Consortium Finance Coordinator (CFC) to provide the consortium with financial management and oversight support. Working collaboratively with both the CC and the HoP, the CFC will have the primary responsibility for the financial management of the overall consortium budget; developing harmonised systems for the collection of partner expenditure forecasts, monitoring adherence to financial plans, and flagging any issues that may arise to the CC. The CFC will also supervise a Consortium Finance Unit (CFU) should one be established during the course of the project.

 

Main Responsibilities:

Finance:

  • Responsible for financial oversight and budget management of the overall consortium budget.
  • Work closely with the Programme Manager to ensure monitoring of PINs financial forecasting, and support in any corrective measure that may be found necessary.
  • Work with consortium partners finance focal points to establish and operationalise a Finance Working Group for collaborative planning, harmonisation of tools and trouble shooting.  
  • Establish necessary tools and systems for collection of consortium-wide financial forecasting. Work closely with consortium partners to ensure the timely and compliant submission of financial forecasts and reports.
  • Maintain monthly oversight of budget vs actual projections, flagging issues to the CC.
  • Support any budget modifications processes needed with the CC, Finance Manager and Partners.
  • Ensure the overall budget is managed according to donor compliance regulations, (flexibility, eligibility of costs).
  • Work closely with the Country Management Team (CMT) on issues relating to donor compliance, auditing, financial systems and processes.
  • Flag any financial or budgetary issues or concerns immediately to the CC.
  • Check all partners' financial documents to ensure they comply with donor and partner internal guidelines/procedures (advances, cash limits, currency exchange, procurement policies, tax payments, etc.).
  • Ensure all financial documents are properly archived in the archiving system (ELO).
  • Lead and manage the timely reporting process (interim/final) to the donor in collaboration with partner financial focal points.

Administrative:

  • Responsible for the collection of the documents necessary for the submission of the financial or program documents/reports requested from authorities.
  • Maintain proper archiving of all administrative documents, registrations, permissions, approvals, letters and relevant documents relating to consortium activities.
  • Uploading new documents to mission SharePoint, ELO, and NAVI as applicable.
  • Keep up-to-date on the archiving of documents (hard copies and soft copies).
  • Ensuring consortium (HR and Finance) documents meet applicable requirements (DfA, PIN).

Reporting Lines:

The CFC will report directly to the Consortium Coordinator and receive technical supervision and support from the Finance Coordinator. The CFC will maintain close collaboration with PIN’s MEAL unit, Operations Department and HQ Desk.

Job Requirements:

  • 2-3 years of wrok Experience in a similar position
  • Working experience in finance department in INGO of at least 2 years
  • University degree preferably in Finance/Economics or a related field
  • Advanced level (at least B2) of English (spoken and written)
  • Ability to work under own initiative
  • Ability to organize and plan effectively
  • Ability to work in difficult conditions and under pressure
  • Responsible and systematic

Desired:

  • Should have understanding of EU funded projects
