Coordination of Humanitarian Assistance (CHA) is a non-governmental, non-profitable, and non-political Afghan NGO, working since 1987 mainly in agriculture, health, education, and infrastructure sectors in more vulnerable areas of the country. CHA is working through the implementation of Emergency, rehabilitation, and development projects for emergency aid for war, famine, and natural disaster-affected families in the field, to assist with the rehabilitation of rural and urban life, and to work with communities for sustainable development in Afghanistan.

• Responsible for the Monitoring & Evaluation and HMIS of the projects.
• To record, manage and preserve M&E and HMIS data in a safe and accessible way
• To analyze and discuss findings based on regular monitoring data.
• Provide technical support on M&E and evidence-based recommendations to the relevant Project Managers.
• Ensure that implementation of field activities adheres to project work plans monitoring and evaluation system
• Support project managers in developing organizational reports.
• Data entry
• Supervised and monitoring from health facilities to ensure data accuracy, consistency and validity as per the result of data verification in the field.
• Save and maintain data and its system.
• Provision data for monthly, quarterly, semiannually, and yearly reports for the deputy head of mission and all main office colleagues while needed. SPECIFIC RESPONSIBILITIES
• Monitoring and Evaluation: o Develop a project monitoring plan (PMP) of the projects in line with project LFA and consult with the program team and partners o Monitoring the activities of the projects is going according to MOPH policies and standards.
o Collect and analyze data against agreed indicators.
o Provide feedback to partners and program teams on projects’ performance based on monitoring data findings
o Assist the Manager in building the capacity of project staff on Planning, Monitoring, and Evaluation (PM&E)
o Assist the Manager in designing, coordinating, and conducting project evaluations.
o Lead the follow-up of action plans based on Monitoring and evaluation of the projects.
o Dissemination of the project information.
o Ensure that implementation of field activities adheres to the work plan of projects and monitoring and evaluation system
• Health management information system (HMIS) 2.1 Collection and analysis of HMIS report, provision of feedback on health indicators at PO level.
• o Responsible for f/up and verifying monthly and quarterly HMIS reports.
o Provision of data for monthly, quarterly, semiannually, annually, and other reports.
o Prepare quarterly and annual performance-based presentations.
o Keeping attention to data and database protection and privacy.
o Ensure the quality of data by checking the consistency and Accuracy of data at the health facility and community level and as well checking and comparison of HMIS data to relevant vertical departments EPI, MCH, Nutrition, Mental health and disability, Laboratory, and others before data entry to DHIS2.
o Maintain and update the HMIS database.
o Responsible for frequent travel to Organization field sites using DQC and HMIS checklists and providing feedback and supervision and monitoring reports
o Proactively participate in meeting like sub-office, provincial, and other level meetings.
o Prepare and follow up HMIS tools supply to HFs. o Leading HFs in charge of meetings on a monthly basis and sharing best practices and challenges. Field level.
o Follow up on CAAC/LQAS and any other related technical survey in the field.
o Maintain and follow up HeRaMs issues relevant to the project health facilities.
o Rational use of HMIS tools in the HFs.
o Use of information for planning, supervision, monitoring, and evaluation purposes. • Reporting and Documentation
o Lead the flow of information and submission of reports (monthly, quarterly, interim…) from the projects.
o Assist managers in developing monthly, Quarterly, interim and annual reports.
o Develop and share field visit reports and findings with relevant staff.
o Providing required reports to DPM.
o Upload key reports to the source (intranet) • Planning
o Assist Manager during project planning and budget process.
o Assist the Manager in reviewing project plans o Ensure quality of data/ statistics in project plans • Learning and Sharing
o Share learning from the M&E process with the wider team
o Promote a culture of two-way learning in the organization
• Contribution to the Effectiveness of the Programmes
o Work collaboratively with different programs for strengthening integration and cross-learning in programs
o Proactively volunteer for various team activities o Show an eagerness to take on any other tasks assigned by the line manager.
Master in Statistic ( or a related field) with 10 years of relevant Experience
