Job Descriptions:

Job Purpose

This role is all about making sure health programs run smoothly by managing data effectively. You’ll oversee the Health Management Information System (HMIS), ensuring data is collected, checked for accuracy, and used to track performance. Your work will help teams make smart, data-driven decisions by turning numbers into clear, useful reports.

Key Responsibilities:

 

  • Oversee the regular and prompt submission of health data into the Ministry of Public Health’s DHIS2 system on a monthly basis, maintaining consistency and compliance.
  •  Monitor and ensure the availability and efficient use of HMIS tools at all service delivery points to support uninterrupted data collection and reporting.
  • Train health facility staff and field teams on data recording, reporting, and usage of HMIS software.
  • Supervise data entry clerks and ensure timely and accurate data capture at all levels.
  • Advise the Project and program managers on HMIS issues, challenges, and opportunities.
  • Conduct regular visits to health facilities, provide feedback, and help improve data quality and services.
  • Monitor facility performance and support efforts to meet or exceed health targets.
  • Develop and implement project-specific M&E frameworks, indicators, and plans.
  • Coordinate the collection, analysis, and reporting of performance data for all program activities.
  • Collaborate with program teams to set performance targets and track progress toward goals.
  • Analyze HMIS data, share findings with health teams, and guide decision-making.
  • Complete additional program tasks beyond core HMIS duties to support project goals.
  • Hold quarterly review meetings with clusters to promote data-driven decisions.
  • Work with provincial teams on joint supervision visits to strengthen collaboration.
  • Provide accurate updates to the Project Manager and Technical Manager for reporting to donors and HQ.
  • Plan and manage HMIS activities in line with project goals and donor agreements.
  • Ensure timely reporting to the central office and Ministry of Public Health.
  • Identify and resolve shortages of HMIS tools to avoid disruptions.
  • Follow a monthly supervision plan to visit health facilities and offer support.
  • Compile and analyze data to generate monthly, quarterly, and annual reports.
  • Build the capacity of field and facility-level staff in data management and performance monitoring.
  • Conduct regular field visits to monitor data collection and provide supportive supervision.

Job Requirements:

Required Qualifications and Skills

  • Bachelor's degree in Public Health, Statistics, Health Informatics, Computer Science, or related field. A master’s degree is an asset.
  • At least 10 years of experience in HMIS, M&E, or data management in the health or development sector.
  • Strong knowledge of M&E frameworks (e.g., logical frameworks, results-based management).
  • Proficiency in data analysis tools (Excel, DHIS2, SPSS, or similar).
  • Familiarity with national HMIS systems and health indicators (e.g., maternal and child health, HIV/AIDS, TB).
  • Excellent written and verbal communication skills.
  • Strong organizational and problem-solving skills.
  • Ability to work collaboratively with diverse teams and stakeholders.
