The Sustainable Goals Organization for Afghanistan (SGOA) is a non-profit NGO established in 2020 and registered with the Ministry of Economy and Ministry of Public Health. It operates in various sectors, including WASH, health, education, food security, and livelihood support, providing emergency response and relief to returnees and internally displaced persons (IDPs) in remote and underserved areas. Partnering with organizations such as UNDP, UN Women, and NRC, SGOA aims to enhance livelihoods, promote socio-economic inclusion, and deliver humanitarian assistance. Summary of Key Functions:
The Construction Coordinator is responsible for the comprehensive coordination and supervision of all construction and renovation projects related to educational infrastructure. This includes the construction of transitional classrooms, WASH (Water, Sanitation, and Hygiene) facilities, and other learning environment structures. The role requires close collaboration with technical teams, contractors, and community stakeholders to ensure that projects are planned effectively, implemented according to schedule, delivered within budget, and meet safety, quality, and compliance standards. The Construction Coordinator ensures that construction activities align with organizational policies, donor requirements, and national construction regulations.
Key Responsibilities:
1. Project Planning and Development
Participate in the planning and design of construction projects by defining project scope, deliverables, timelines, and required resources.
Leads the preparation of technical designs, architectural drawings, and Bills of Quantities (BoQs) in coordination with engineering and procurement teams.
Contribute to site selection, feasibility studies, and technical assessments to ensure suitability for planned infrastructure.
Support the development of construction work plans, budgets, and schedules aligned with project objectives and donor requirements.
2. Construction Oversight and Coordination
Oversee day-to-day construction operations, ensuring that work progresses according to the approved timeline and quality standards.
Serve as the main liaison among field teams, contractors, engineers, and other stakeholders to address technical and operational issues.
Coordinate logistics, site access, and contractor mobilization while maintaining site efficiency and productivity.
Monitor labor performance and verify the adequacy of materials and tools at construction sites.
3. Monitoring, Evaluation, and Quality Control
Conduct regular on-site inspections and monitoring visits to assess construction progress and compliance with specifications.
Implement quality assurance and control measures to ensure durability, safety, and design integrity of structures.
Maintain complete records of work progress, including site diaries, daily logbooks, photo documentation, and verification checklists.
Evaluate contractor performance and recommend corrective actions as necessary.
4. Communication and Reporting
Maintain transparent and professional communication with relevant stakeholders including local authorities, community leaders, partners, and internal teams.
Provide regular updates to management through written reports and presentations, outlining key achievements, delays, risks, and solutions.
Participate in coordination meetings, workshops, and donor briefings as required to represent the construction portfolio.
5. Team Support and Capacity Building
Supervise and support construction engineers, community laborers, and contracted staff to ensure quality and efficiency.
Organize technical orientations and capacity-building sessions for field teams and community workers on safe construction practices and WASH infrastructure maintenance.
Foster a positive and inclusive working environment that promotes teamwork and accountability.
6. Resource and Logistics Management
Work closely with procurement and logistics teams to ensure timely acquisition and delivery of construction materials and tools.
Track usage and movement of materials and equipment across construction sites to minimize wastage and ensure accountability.
Monitor construction spending and ensure cost-effective practices aligned with approved budgets and work plans.
7. Compliance and Safety
Ensure construction activities comply with national and local building codes, environmental regulations, and donor-specific policies.
Enforce health and safety protocols at construction sites, ensuring use of appropriate personal protective equipment (PPE) and risk mitigation.
Respond promptly to incidents, safety violations, or compliance issues, ensuring timely reporting and corrective actions.

Education:
Bachelor’s degree in civil engineering, Construction Management, Project Management, or a closely related field.
Work Experience:
Minimum of 5 – 7 years of proven experience in managing or coordinating construction projects, particularly in WASH or education-related infrastructure.
Experience in humanitarian, non-profit, or donor-funded construction projects is highly preferred.
Skills:
- Strong project planning, supervision, and leadership skills.
- Effective communication and stakeholder engagement capabilities.
- Fluency in English and local languages (written and spoken).
- Proficiency in project management software, Microsoft Office Suite, AutoCAD, or other engineering-related tools.
Working Conditions:
