Position Summary

We are seeking a highly skilled and detail-oriented Proposal Writer & Admin to join our professional team. The ideal candidate will be responsible for developing high-quality technical and financial proposals for a variety of projects and providing administrative support to ensure smooth office operations. This role requires strong writing, organizational, and communication skills, with the ability to meet tight deadlines.

Job Requirements:

Key Responsibilities

  • Lead the preparation, writing, and submission of Irrigation Structure, Road, and Building project proposals for construction, logistics, and development projects.
  • Review RFPs, RFQs, EOIs, ITBs, and tender documents to ensure compliance with donor requirements and technical specifications.
  • Coordinate with engineers, procurement, and logistics teams to collect accurate technical data, BOQs, budgets, and work plans for proposals.
  • Develop technical narratives, project schedules, and methodologies for construction and logistics projects.
  • Draft and review budget justifications, cost breakdowns, and procurement plans in line with donor formats.
  • Maintain a database of past proposals, templates, standard company profiles, registration certificates, and references for easy access.
  • Prepare official correspondence, reports, and meeting minutes for management and partners.
  • Ensure all proposals reflect donor compliance, legal requirements, and sector standards.
  • Support contract administration after award by assisting with documentation, filing, and donor reporting.
  • Monitor proposal deadlines, maintain a tender tracking system, and alert management of upcoming opportunities.
  • Assist in the preparation of marketing materials, capability statements, and pre-qualification documents.
  • Maintain professional communication with government agencies, international organizations, and UN procurement offices regarding tenders and clarifications.
  • Provide general administrative support to ensure smooth office operations, documentation, and communication flow.

Preferred Qualifications

  • Bachelor’s degree in civil engineering.
  • Minimum of 5 years of experience in proposal writing, grants management, or donor-funded project administration.
  • Proven track record in preparing successful proposals for NGOs, government contracts, UN agencies, or companies.
  • Excellent writing and editing skills in English, fluency in Dari and Pashto.
  • Strong organizational and time-management skills, with the ability to handle multiple deadlines.
  • Proficiency in MS Office (Word, Excel, PowerPoint); knowledge of project management tools is a plus.
  • Strong communication and teamwork skills.
  • Fluency in Pashto, Dari, and English.
