Key Responsibilities
Project Oversight & Execution
- Lead and manage the full lifecycle of asphalt road construction projects from mobilization to final handover.
- Oversee daily site operations, ensuring strict compliance with asphalt paving specifications, compaction standards, and quality requirements.
- Develop and monitor project work plans, schedules, budgets, and resource allocation.
- Enforce health, safety, and environmental (HSE) protocols on site.
- Supervise site engineers, foremen, contractors, and laborers to maintain high productivity and quality.
Planning & Documentation
- Prepare and submit all required technical and contractual documentation, including permits, progress reports, and final close-out documents.
- Maintain up-to-date records such as BOQs, quality control test results (asphalt mix, core samples), inspection logs, and progress photos.
- Coordinate with relevant government bodies to facilitate smooth project execution.
Site Operations Management
- Ensure timely procurement and delivery of asphalt and related materials per project specifications.
- Monitor asphalt plant operations, material quality, and on-site application.
- Assign tasks to site teams in alignment with project timelines.
- Provide timely updates to senior management and clients.
Stakeholder Coordination
- Maintain proactive communication with government officials, community leaders, and stakeholders.
- Coordinate with security agencies and local authorities for safe operations.
- Represent the company in site meetings, inspections, and donor consultations.
Risk & Quality Management
- Identify project risks and apply mitigation strategies to prevent delays or cost overruns.
- Oversee asphalt quality control, including temperature checks, density testing, and surface finish verification.
Approve procurement requests, work orders, and subcontractor deliverables.
Technical & Management Skills:
- In-depth knowledge of asphalt plant operations, mix designs, laying techniques, and compaction standards.
- Proficiency in project management software and Microsoft Office Suite; experience with AutoCAD, MS Project, or Primavera preferred.
- Strong leadership, decision-making, and resource management skills.
- Excellent reporting, problem-solving, and risk mitigation abilities.

Professional Experience:

- Familiarity with Afghan road construction regulations and asphalt quality standards.
Languages:
- Fluency in English (required).
Proficiency in Dari and/or Pashto is highly desirable.
