  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

People in Need (PIN) Afghanistan is seeking a qualified Saving Group Technical Officer to support the implementation of a DG INTPA-funded humanitarian resilience project in Ghazni and Zabul provinces. The Saving Group Technical Officer will be responsible for the establishment, strengthening, and technical oversight of community-based Saving Groups (SLGs), ensuring effective financial inclusion and access to small-scale credit for vulnerable households.

The officer will lead community mobilization, support the training of SHG members on savings practices, internal lending, record-keeping, financial literacy, and group governance. S/he will ensure that SHGs are inclusive, particularly of women and marginalized groups. The officer will also contribute to the development of relevant training materials, monitoring tools, and reporting systems in coordination with the livelihoods and MEAL teams.

The Saving Group Technical Officer will play a key role in implementing a multi-sectoral resilience project aimed at strengthening economic stability and financial inclusion for vulnerable communities in Ghazni and Zabul provinces. The Officer will provide technical guidance and oversight to ensure the effective establishment, management, and sustainability of community-based Saving Groups (SLGs).

Key responsibilities include facilitating community mobilization, delivering training on saving and lending methodologies, financial literacy, and group governance.

The Officer will contribute to the development of key program documents within PIN, such as SOPs and guidelines, to improve program quality and establish clear criteria for SLGs formation, site selection, and member inclusion.

Main Responsibilities:

The Saving Groups Technical Officer is responsible for, but not limited to, the following work areas and duties: 

 Community Mobilization and Group Formation 

  • Identify and engage target communities. 
  • Facilitate the voluntary formation of Saving Groups (SLGs) based on agreed criteria. 
  • Ensure inclusion of women, vulnerable individuals, and marginalized groups.

 Training and Capacity Building 

  • Deliver training on SLGs methodology (savings, internal lending, record-keeping). 
  • Provide financial literacy, group governance, and conflict resolution training. 
  • Support group leaders (chairperson, treasurer, record keeper) through mentoring.

 Monitoring and Supervision 

  • Conduct regular field visits to support SLGs and track their performance. 
  • Collect data on savings, loans, repayments, and member participation. 
  • Identify challenges and provide technical solutions or escalate as needed.

 Technical Guidance and Documentation 

  • Develop or adapt SLGs training materials, SOPs, and operational guidelines. 
  • Ensure SLGs processes follow standard approaches and are conflict- and gender-sensitive. 
  • Maintain updated records and contribute to project reporting.

 Safeguarding and Inclusion 

  • Ensure SGs provide a safe, inclusive space for all members. 
  • Promote women’s leadership and meaningful participation. 
  • Support accountability and complaint/feedback mechanisms.

Job Requirements:

  • Bachelor’s degree in Economics, Business Administration, Rural Development, Social Sciences, Agriculture, or a related field.
  • At least 5 years of progressive experience in Community mobilization and facilitation working with Saving Groups (SLGs),programming.
  • Proven experience in Delivering financial literacy training or livelihood support.
  • Strong knowledge of savings group methodologies, internal lending systems, and group dynamics.
  • Experience working with international NGOs, UN agencies, or donors.
  • Demonstrated ability to coordinate with government counterparts and multi-stakeholder platforms.
  • Strong facilitation, coaching, and training skills.
  • Excellent written and verbal communication skills in English, Dari and Pashto.
  • Ability and willingness to conduct frequent field trips
  • Ability to engage with and motivate diverse community members and stakeholders
  • Proven capacities in carrying out capacity building activities for the staff
  • Demonstrated ability to write clear and concise reports  
  • Adaptability with sound professional judgement and decision-making skills
  • Demonstrated understanding of ability to apply to principles of AAP and protection 
  • Understanding of risk informed management approaches
