In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  • Supervise, guide, and support female nurses and midwives in their daily tasks.
  • Monitor daily staffing needs and ensure optimal allocation of human resources.
  • Develop and manage duty rosters, leave plans, and night shift rotations.
  • Conduct performance evaluations and participate in female staff recruitment processes for the hospital.
  • Address disciplinary issues in accordance with organization policy and procedures.

B. Quality of Care and Patient Safety

  • Ensure all care provided in female units complies with MoPH, WHO, and HealthNet TPO standards.
  • Promote infection prevention and control (IPC) practices and appropriate waste management.
  • Maintain a safe, clean, and patient-centred care environment.
  • Investigate patient complaints and ensure prompt resolution.
  • Utilize SBM and MSS relevant tools, provide action plan with the relevant departments and follow the progress with female staff.

C. Coordination and Communication

  • Serve as a liaison between female mid-level staff and other departments.
  • Lead daily morning briefings with female nursing/midwifery staff.
  • Organize and lead monthly departmental meetings.
  • Represent the female nursing/midwifery units in hospital technical meetings.
  • Coordinate tasks between departments in the APH.
  • Improve and track internal referral between different wards.

D. Monitoring and Reporting

  • Track and report on Key Performance Indicators (KPIs), ensuring accuracy of health data.
  • Monitor and ensure the availability of medical supplies and medicines in the female units.
  • Maintain records of staff competency evaluations, attendance, and incident reports.
  • Ensure proper registration by female staff.
  • Findings follow up and tacking with the relevant departments.

E. Capacity Building

  • Identify training needs and coordinate mentoring and on-the-job training for staff.
  • Support continuous professional development of female nurses and midwives.

4. Coordination with HealthNet TPO

  • Comply with all HealthNet TPO policies, protocols, and operational procedures.
  • Attend relevant trainings, meetings, and capacity-building sessions organized by HealthNet TPO.
  • Maintain respectful, compassionate, and professional behaviour in all duties.
  • Perform any other duties as assigned by the Hospital Director or HealthNet TPO management team.

Job Requirements:

  • Female graduate nurse or midwife (Diploma or BSc in Nursing or Midwifery).
  • Minimum of four (4) years of experience in clinical and health care management roles.

Skills and Competencies

  • Basic computer literacy (Word, Power point, Excel, etc.).
  • Knowledge of IPC, waste management, HMIS, and BPHS/EPHS policies.
  • Strong leadership and team management skills.
  • Excellent interpersonal, communication, and problem-solving abilities.
  • High level of integrity, honesty, and ethical conduct.
  • Fluency in local languages and working knowledge of English.

Working Hours and Conditions

  • Workdays: Saturday to Thursday
  • Working Hours: 08:00 AM – 03:30 PM
  • Flexibility to work beyond official hours in emergencies or as required by the program.
