About HADAAF:

HADAAF is a National NGO, established in April 2006, registered with MoE under registration No. 514. HADAAF is working with Health, WASH, Nutrition, livelihood and Child protection but mainly involved, working in health/nutrition sector since 2007. HADAAF have experience in implementation of BPHS and other vertical health support projects of long and short duration. HADAAF implemented BPHS in Nuristan and Zabul provinces in partnership with IMC (2007-2011) and Cordaid (2013-2019) respectively. HADAAF also implemented long term health support projects (Support to CBHC, PPP, Nutrition, integrated WASH and Nutrition, malaria/TB control and capacity buildings of health staff) in Urozgan, Nuristan, and Kunar provinces. Currently HADAAF is implementing health projects (Mobile Health Teams, Mobile Health and Nutrition teams, Fixed PHC, CBNP, C-WIFS & MNP and Covid-19 response support) projects in Nangarhar, Balkh, Khost, Paktia, Ghazni and Helmand provinces.

HADAAF has adapted a strategic approach of partnership and collaboration throughout its program implementation. Thus far, HADAAF has implementing projects/programs in partnership with MoPH, IMC, UNICEF, WHO, FHI 360, Health Net TPO, UNDP, Save the Children International, Swedish Committee for Afghanistan, Johanniter International Assistance and Cordaid in Nuristan, Urozgan, Ghor, Farah, Kunar, Laghman Kabul and Khost provinces. This collaborative approach has enabled HADAAF to get access to hard-to-reach areas and implement quality service delivery.

Job Description:

The Finance Manager will oversee all financial operations of the organization in Afghanistan. This includes managing accounting systems, ensuring compliance with Afghanistan’s National laws and NGO donor regulations, preparing financial reports, and providing leadership in budgeting and financial planning. The role requires strong technical expertise in QuickBooks, financial management, and knowledge of Afghanistan’s tax and regulatory environment.

Summary of Key Functions:

Financial Management & Accounting

  • Manage and maintain accurate financial records in QuickBooks.
  • Ensure proper bookkeeping, journal entries, reconciliations, and monthly closing of accounts.
  • Oversee cash flow management, bank reconciliations, and petty cash systems.
  • Implement financial policies, procedures, and internal controls.

Budgeting & Reporting

  • Prepare annual budgets in coordination with program and management teams.
  • Monitor budget utilization and provide variance analysis on a monthly basis.
  • Ensure donor reporting compliance, preparing accurate and timely financial reports as required.
  • Provide financial analysis and recommendations to senior management for strategic decision-making.

Taxation & Compliance (Afghanistan Context)

  • Ensure full compliance with Afghanistan’s tax laws and regulations (including salary tax, business receipts tax, and other applicable levies).
  • Prepare and submit tax declarations and reports to the Ministry of Finance / relevant authorities.
  • Stay updated with changes in Afghan tax legislation affecting NGOs.
  • Ensure statutory compliance for audits, labor laws, and financial regulations.

Audit & Donor Compliance

  • Coordinate with external auditors for annual audits, ensuring all documentation is accurate and available.
  • Ensure compliance with donor financial rules, regulations, and reporting requirements.
  • Maintain proper documentation for all financial transactions to ensure transparency and accountability.

Capacity Building & Team Leadership

  • Supervise and mentor finance and accounting staff.
  • Provide training to staff on financial procedures, compliance, and donor regulations.
  • Promote a culture of accountability and continuous improvement within the finance team.

Job Requirements:

Education:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field (Master’s preferred).
  • Professional certification (ACCA, CPA, or equivalent) is an asset.

Experience:

  • Minimum 5 years of progressive experience in finance/accounting, with NGOs or international organizations.
  • Proven experience in managing QuickBooks accounting software.
  • Demonstrated knowledge of Afghanistan’s tax laws, regulations, and financial compliance requirements.
  • Experience working with donor-funded projects (UN, USAID, EU, etc.) is highly desirable.
