Job Descriptions:

The Kobo Toolbox Enrolment Officer supports the registration of Afghan returnees by collecting accurate data using Kobo Toolbox. The role ensures timely, complete, and reliable data entry to support assistance and referrals, working closely with field and protection teams.

Key Responsibilities:

  • Conduct registration interviews in accordance with local Standard Operating Procedures (SOPs) and registration standards.
  • Respond to queries from Refguee Returnees/ asylum seekers or any others documented refugees regarding HEWAD/UNHCR’s registration procedures, rights, and entitlements.
  • The incumbent is responsible for supporting all activities related to registration, which may also include functions related to reception, filing, and data management. He/she responds to queries from asylum seekers (and other relevant documents) and refugees regarding HEWAD/UNHCR's registration procedures, as well as their rights and entitlements.
  • Maintain accurate and up-to-date records and data for all individual registration cases.
  • Identify persons with specific needs and ensure timely referral for protection follow-up as necessary.
  • Conduct interviews with Afghan refugees or returnees using tablets/smartphones and the KoBoToolbox application under FARE guidelines.
  • Accurately capture females and individuals' household-level data during enrollment, ensuring completeness and consistency.
  • Maintain confidentiality and respect the dignity of returnees throughout the interview process.
  • Support the deployment, troubleshooting, and maintenance of KoBo Toolbox devices (charging, connectivity, syncing data).
  • Report any technical issues or data inconsistencies to the supervisor or designated focal point.
  • Coordinate with protection and referral teams to ensure cases with specific needs are flagged and referred.
  • Support biometric verification or registration processes if integrated into the workflow.
  • Assist in verifying documentation and cross-checking existing records.
  • Submit daily activity reports, attendance, and enrollment summaries.
  • Perform other related duties as assigned by the supervisor.

Job Requirements:

  • Bachelor’s degree in Social Sciences, Low, Information Management, or a related field is an asset.
  • Familiarity with Android and Windows operating systems.
  • Willingness to work at border points or field sites with potentially long hours.
  • Good knowledge of MS Office applications and data management tools.
  • Minimum 2 years of experience in data collection, enrolment, or field survey work.
  • Experience with Kobo Toolbox, ODK, or similar digital data collection tools is required.
  • Ability to work in remote or field locations and under pressure.
  • Good communication and teamwork skills.
  • Fluency in Dari/Pashto and strong working knowledge of English.
