About ANOD:

Afghanistan National Organization of the Deaf (ANOD) is an Organization of People with Disabilities (OPD) operating in Kabul since 2003 and managing deaf schools project since 2005 to provide education services for children with hearing impairment. ANOD is a nonprofit, non-political organization registered with the Ministry of Economy (No. 4751). It aims to enhance the social and economic inclusion of people with hearing impairments through education.

Job Descriptions:

Position Overview:

We are seeking a skilled and motivated Education Project Manager to oversee and manage education projects for children with disabilities in Kabul province. The Education Project Manager will be responsible for planning, implementing and coordinating the education project. This is a leadership role that requires strong project management skills, knowledge of education, and the ability to work collaboratively with team of hearing impairment people.

Main duties and responsibilities:

  1. Project Implementation and Management:
  • Lead the implementation of education projects, ensuring adherence to established timelines, budgets, and quality standards.
  • Coordinate and oversee project activities, including teacher training and student support programs for children with disabilities, in close collaboration with donor representatives, school management, and teachers.
  • Monitor project progress, identify risks and issues, and develop mitigation strategies to ensure project success.
  • Cooperate with government line agencies including ministry education, ministry  of economy, Kabul city Education directorate, Technical Vocational , Education and Training Authority directorate( TVET-A) and district education departments.

2.  Collaboration and Partnerships:

  • Build and maintain strong relationships with special education institutions, disability-focused organizations, government sectorial departments and other relevant stakeholders.
  • Coordinate, attend and facilitate regular meetings, workshops, and forums to promote collaboration and knowledge sharing among stakeholders.
  • Advocate for the rights and needs of hearing-impaired and visually impaired children within the education sector and the broader community.
  1. Reporting:
  • Prepare and submit narrative reports on a monthly, quarterly, and annual basis in accordance with ANOD and donor’s requirements.
  • Document lessons learned and best practices and write success stories
  1. Human Resource Management:
  • Participate to project team recruitment process.
  • Supervise staff and regularly evaluate staff performance.
  • Support the preparation of Terms of reference for project consultants and trainers
  1. Financial Reporting:
  • Prepare project budget including forecast. Monitor expenditure and ensure that the burn rate is within the approved budget plan.
  • Ensure accurate and timely financial reporting to donors, adhering to their reporting requirements and guidelines.
  • Collaborate with the finance and administration teams to gather financial and budgetary information for reporting purposes and provide oversight to procurement plans.
  • Monitor project expenditures, ensuring compliance with budgetary allocations and donor restrictions.

Qualifications:

  • Bachelors or master's degree in education, project management, or a related field.
  • Proven experience in managing education projects, preferably in NGOs.
  • Strong knowledge of education systems, policies, and practices.
  • Excellent project management skills, including planning, implementation, and monitoring.
  • Demonstrated ability to engage and collaborate with diverse stakeholders, such as government officials, special educators, disability-focused organizations.
  • Strong analytical and problem-solving skills.
