EPI Supervisor

Organization Background:

Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.

Purpose of the Role:

Under the guidance of the Ministry of Public Health, the EPI Supervisor is responsible for ensuring that immunization services within the Basic Package of Health Services (BPHS) are delivered effectively, reliably and in accordance with national EPI policies. The role supports achieving high immunization coverage, maintaining vaccine safety and cold chain integrity, supervising vaccinators and outreach/mobile vaccination teams, and strengthening the monitoring, reporting, and quality assurance systems at district/provincial level.

Main duties and responsibilities:

• Responsible for overall management of the EPI program in the HER-AF2 Project.
• Coordinate with the different stakeholders at the provincial level especially with REMT and PEMT/ PPHD
• Supervise the Heath facilities and outreach site activities according to the prepared monthly action plan.
• Assess & evaluate that health facility EPI activities are in accordance to plan & regulations.
• Ensure quality of vaccination activities, EPI equipment and cold chain system through supervision from the health facilities.
• Analyze the EPI activities of the project and taking required actions for improvement of the activities at the provincial level.
• Assess training needs of Vaccinators regularly through planed visits of Heath facilities.
• Develop standard curriculum for different EPI trainings in collaboration with Project Manager and deputy technical manager.
• Develop questionnaires and exams for training of Vaccinators.
• Cooperate with WHO EPI officer in AFP surveillance to eradicate polio.
• Collect the EPI activities report, do analysis and give the feedback to the HF Vaccinators.
• Carry out on the-job training to the Vaccinators at the Heath facilities, case presentations and individual instructions.
• Conduct refresher and initial training to build the capacity of staff of health facilities, CHWs and CHSs and vaccinators
• Design, plan, conduct and report on other EPI training to OPHCD provincial office.
• Maintain effective coordination and communication with REMT/PEMT and PPHD of the province (attending all PPHD taskforce meetings, active participation in NIDs). 
• Train and encourage volunteers on community motivation and mobilization for the implementation of routine and NID campaigns.
• Responsible for the annual target setting for all  HFs according to MOPH requirements
• Develop the micro-plan for routine and NID at the district and provincial level.
• Prepare monthly, quarterly and annually plan of action, for the Heath facilities and training activities of EPI staff and Vaccinators.
• Timely problem solving of any vaccination related issue at HF level.
•  Prepare monthly activity report of EPI activities and submit it to technical project manager.
• Perform any other tasks as assigned by line supervisor.

Capacity Building and Training:

The EPI Supervisor is responsible for strengthening the capacity of vaccinators and other relevant health staff to ensure effective and sustainable implementation of the Expanded Program on Immunization (EPI) at all service delivery levels. The supervisor will:

• Conduct regular on-the-job training, coaching, and mentoring for Health Facility vaccinators, and other health facility staff on immunization practices, cold chain management, and data recording and reporting.
• Identify training needs through supportive supervision visits and performance monitoring, and develop plans to address skill gaps in collaboration with the Provincial EPI Management Team (PEMT) and BPHS implementing organization.
• Facilitate refresher trainings on EPI policies, vaccination techniques, adverse events following immunization (AEFI) management, and communication for behavior change.
• Ensure all vaccinators and relevant staff are familiar with the latest MoPH EPI guidelines, micro-planning tools, and reporting formats.
• Participate in provincial or national EPI training workshops, review meetings, and cascade the acquired knowledge and skills to district and facility-level teams.
• Promote a culture of continuous learning and professional development among EPI personnel to improve the quality and effectiveness of immunization services.

Qualifications and Requirements:

1. Education:

• At least a Bachelor’s degree in Medicine (MD) or Public Health from a recognized university.
• Passed Governmental Exit Exam
• Preference will be given to candidates who have completed EPI Management (21 Days EPI Initial Training) or Public Health/Primary Health Care training recognized by MoPH/WHO/UNICEF.

2. Experience:

• Minimum of 6-8 years of relevant experience in immunization programs, preferably within BPHS/EPHS or other public health projects.
• Proven experience in EPI supervision, cold chain management, micro-planning, and data reporting and analysis.
• Experience working with MoPH structures, NGOs, and community health programs is an asset.

3. Skills and Competencies:

• Strong technical knowledge of Expanded Program on Immunization (EPI) policies, procedures, and cold chain management systems.
• Ability to plan, coordinate, and monitor vaccination activities at facility and community levels.
• Proficiency in data collection, reporting, and analysis using EPI tools and forms (including DHIS2, tally sheets, and EPI registers).
• Good leadership, communication, and mentoring skills to build the capacity of vaccinators and health staff.
• Strong problem-solving and decision-making abilities with attention to detail and accuracy.
• Ability to work effectively with local health authorities, community representatives, and partner organizations.
• Basic computer literacy (MS Word, Excel, PowerPoint) and understanding of data management software.
• Able to supervise at least 15-20 health facilities in one month

4. Language Requirements:

• Fluency in Dari and Pashto (spoken and written).
• Working knowledge of English is an asset.

5. Other Requirements:

• Willingness to travel frequently to health facilities and outreach sites within the assigned district or province.
• Commitment to the MoPH principles, BPHS implementation standards, and humanitarian values.
• Willingness to travel to other provinces if requested by the organization.
