About ACDO

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

Job Description

Major Duties and Responsibilities

The Skill Development Specialist will be responsible for:

Program Design and Implementation

  • Lead the design and delivery of market-driven, competency-based training programs.
  • Develop curricula and training modules that integrate technical skills with life skills, employability, and entrepreneurship.
  • Ensure training programs are inclusive, gender-sensitive, and responsive to the needs of vulnerable groups.
  • Provide technical guidance to trainers, facilitators, and implementing partners.

Capacity Building and Quality Assurance

  • Train and mentor instructors, facilitators, and community-based trainers to deliver high-quality programs.
  • Establish quality assurance mechanisms to monitor training delivery and outcomes.
  • Conduct regular assessments of training institutions and community learning centers to ensure compliance with standards.

Partnership and Coordination

  • Coordinate with TVET institutions, training providers, NGOs, and government counterparts to align training programs with national frameworks and labor market demands.
  • Facilitate partnerships with private sector actors to enhance employability and job placement opportunities.
  • Strengthen linkages between training graduates and MSMEs for employment and entrepreneurship support.

Monitoring, Evaluation, and Reporting

  • Develop tools and frameworks to monitor training effectiveness and impact.
  • Collect and analyze data on skills development outcomes, including employment rates and income generation.
  • Prepare progress reports, success stories, and case studies for donors and stakeholders.
  • Document lessons learned and best practices to inform future programming.

Innovation and Knowledge Sharing

  • Promote innovative approaches to skills development, including blended learning and digital tools.
  • Support knowledge-sharing activities to disseminate effective training models.
  • Contribute to policy dialogue on TVET and workforce development in fragile and post-conflict contexts.

Reporting & Supervision

  • The Skill Development Specialist will report directly to the Project Manager and collaborate closely with TVET institutions, training providers, community-based organizations, and other program staff.

Job Requirements

  • Advanced university degree (master’s degree or equivalent) in Economics, Development Studies, Livelihoods & Rural Development, Agriculture, Social Sciences, Public Policy, or a related field OR
  • A first-level university degree (Bachelor’s) in the above fields with at least two additional years of relevant experience

Skills and Competencies:

  • Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible experience in livelihoods, economic reintegration, TVET, employment creation, or community- based development programs.
  • Demonstrated experience in designing and implementing market- driven livelihood interventions, including skills development, self- employment, and income-generation initiatives.
  • Experience working with vulnerable populations, including women, youth, and individuals recovering from drug use disorders or similar reintegration contexts.
  • Proven experience coordinating with TVET institutions, community- based organizations, NGOs, and government counterparts.
  • Experience with UNDP, UN agencies, or international development organizations is a strong asset.
  • Prior experience in fragile, post-conflict, or humanitarian-development nexus settings is highly desirable.
  • Strong leadership and team management skills.
  • Excellent communication and interpersonal skills.
  • Good report writing and data verification skills.
  • Ability to work in remote and challenging environments.
  • Problem-solving and decision-making abilities.
  • Proficiency in local languages (Pashto/Dari) and basic English skills.
