Job Description

1.         POSITION SUMMAR 

The Integrated CR-WASH & Livelihood Programme Coordinator is responsible for providing strategic, technical and operational leadership for NCA Afghanistan's integrated CR-WASH, Economic Development and Food Security (EDFS), and Climate and Environmental Stewardship (CES) portfolio.

The position ensures high-quality programme implementation through effective programme planning, grant management, technical oversight, partner capacity strengthening, programme quality assurance, documentation, reporting, learning, representation and resource mobilization. The coordinator promotes integrated programming, ensuring that WASH, livelihoods, climate resilience and environmental stewardship interventions are designed and implemented in a coordinated manner to maximize programme impact and community resilience.

The position also provides leadership, supervision and performance management to programme staff, fostering collaboration, capacity development and high performance to achieve programme objectives.

 

2.         AREAS OF RESPONSIBILITY 

        I.            Integrated Programme Leadership and Management: Lead the planning, implementation, monitoring and adaptive management of NCA's integrated CR-WASH, EDFS and CES programmes to ensure quality, timely delivery and achievement of programme objectives.

      II.            Grant and Partnership Management: Provide overall grant oversight of development projects and technical support to implementing partners to ensure compliance with donor requirements, contractual obligations and NCA standards.

    III.            Technical Quality, Capacity Strengthening and Programme Development: Provide technical leadership to improve programme quality, strengthen partner capacities, promote innovation and ensure integration across CR-WASH, EDFS and CES interventions.

    IV.            Monitoring, Documentation, Reporting and Knowledge Management: Ensure quality monitoring, documentation, donor reporting, learning, visibility and knowledge management to improve programme performance and accountability.

      V.            Resource Mobilization, Programme Development, Coordination and Representation: Support programme growth through proposal development, donor engagement and effective representation of NCA in relevant technical coordination mechanisms and forums.

3.         MAIN TASKS  

        I.        Programme Planning, Implementation and Coordination:

a.      Lead annual and project planning processes for integrated programmes.

b.      Ensure effective implementation of CR-WASH, EDFS and CES activities.

c.      Monitor programme progress against work plans, indicators and budgets.

d.      Promote integration across sectors and ensure adaptive programme management.

e.      Identify programme risks and develop mitigation measures.

f.        Ensure compliance with NCA policies and donor requirements.

      II.            Grant and Partnership Management:

a.      Provide technical oversight to implementing partners.

b.      Conduct regular field monitoring and supportive supervision.

c.      Review partner implementation plans and reports.

d.      Facilitate partner coordination meetings.

e.      Ensure timely achievement of programme milestones.

    III.            Technical Quality and Capacity Strengthening:

a.       Provide technical guidance on CR-WASH, livelihoods and climate resilience programming.

b.       Lead partner capacity assessments and capacity development plans.

c.       Organize technical trainings and workshops.

d.       Promote evidence-based programming and innovation.

e.       Support development of technical guidelines, SOPs and tools.

f.        Ensure mainstreaming of gender, inclusion, safeguarding, accountability to affected populations (AAP), conflict sensitivity and environmental sustainability.

   IV.            Monitoring, Reporting and Knowledge Management:

a.      Review programme performance data and recommend improvements.

b.      Prepare high-quality donor reports.

c.      Monitor grant performance and compliance.

d.      Develop case studies, lessons learned and success stories.

e.      Ensure quality documentation and filing in PIMS and other NCA systems.

f.        Support programme evaluations, audits and learning reviews.

g.       Promote knowledge sharing across programmes.

      V.            Resource Mobilization, Coordination and Representation:

a.      Development of concept notes and project proposals.

b.      Identify funding opportunities aligned with NCA strategy.

c.      Contribute to donor engagement and programme design.

d.      Represent NCA in coordination forums.

e.      Strengthen collaboration with government authorities, UN agencies, NGOs and other stakeholders.

f.        Support strategic programme development in collaboration with the HoP. 

4.         OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSITION

 

·            Comply with NCA security policies, procedures and Standard Operating Procedures.

·            Ensure compliance with NCA Code of Conduct, safeguarding and anti-corruption policies.

·            Promote cross-departmental collaboration within the Country Office.

·            Support programme audits, donor monitoring visits and evaluations.

·            Lead or participate in relevant technical working groups.

·            Ensure timely and accurate programme documentation and archiving.

·            Perform any other duties assigned by the Head of Programme.

·            Leading the Civil and Infrastructure Works Technical Working Group (CIW-TWG)

·            Represent NCA in various INGO/NGO forums, UN clusters, working groups

 

Job Requirements

 

 

·       Master's degree in Civil Engineering, Water Resources Management, Environmental Engineering, Agriculture, Rural Development, Natural Resource Management, Development Studies, or another relevant field.

·       Minimum 7 years of progressively responsible experience in managing humanitarian and development programmes, preferably in CR-WASH, Livelihoods, Climate Resilience, or Environmental Stewardship. Minimum 5 years of experience in programme coordination and grant management with an international NGO or UN agency, including managing institutional donor-funded projects.

·       Demonstrated experience in programme design, proposal development, donor reporting, partner capacity strengthening, and stakeholder coordination.

·       Knowledge of Project Cycle Management (PCM), Results-Based Management (RBM), MEAL, climate resilience, safeguarding, and humanitarian standards (e.g., Sphere and CHS) is highly desirable.

·       Strong programme planning, coordination, leadership and decision-making skills, with the ability to manage multiple projects simultaneously.

·       Strong grant management, partner engagement and negotiation skills, with the ability to ensure donor compliance and effective partner performance.

·       Strong technical, analytical and facilitation skills, with the ability to provide technical guidance, strengthen partner capacity and promote programme quality.

·       Langueges as Dari, Pashto and English are required.

·       Computer Office use programmes.
