Core Functions / Responsibilities:
1. Develop, configure, maintain and support in the design of relational database structures, schemas, tables, views, functions, procedures and data models required for ACDMS modules. Apply approved naming conventions, data dictionaries, metadata and reference-data standards, and maintain technical consistency across development, testing and production environments.
2. Lead the configuration, maintainance and enhancement of secure web-based ACDMS applications and modules in accordance with approved functional and technical specifications to produce clean, documented and maintainable code, resolve defects, implement approved changes and steer controlled application upgrades and releases.
3. Develop and maintain approved application programming interfaces, data exchange services and integration routines connecting ACDMS modules with authorised internal or external systems. Conduct secure data migration, import, export, synchronisation and transformation processes with validation and reconciliation of migrated data.
4. Administer application source code, database scripts and related technical assets in approved version-control repositories applying agreed branching, peer-review, change-control, build and deployment practices, and maintain traceability between releases, approved requirements, test results and technical documentation.
5. Analyse and optimise database queries, application components and reporting processes to improve performance, reliability and scalability. Undertake routine technical maintenance, identify emerging capacity or performance issues, and recommend technical improvements or implement approved corrective actions in coordination with the Database and Information Management Officer and ICT.
6. Implement and verify approved authentication, authorisation, role-based access, encryption, logging and audit-control requirements, apply secure coding and database practices, promptly document and escalate identified vulnerabilities or privacy risks, to uphold technical compliance with IOM information security and data protection requirements.
7. Prepare and conduct unit, integration, regression, performance and technical tests, document results and defects, support user acceptance testing led by the National Information Management and Database Officer – ACDMS, and verify approved acceptance criteria and release-readiness requirements before deployment.
8. Build and maintain approved automated reports, extracts, data services, dashboards and interfaces with business-intelligence or visualisation tools, document calculations, filters, data refresh routines and technical definitions, and align them with validated programme and information management requirements
9. Implement and test approved backup, restoration, disaster-recovery and business-continuity arrangements for ACDMS databases and applications, and maintain configuration records and technical recovery documentation in coordination with ICT and the Database and Information Management Officer.
10. Provide second-line technical support for ACDMS, diagnose and resolve application, database, integration and performance incidents, maintain clear incident and change records, and escalate issues requiring infrastructure, security, vendor or management action through the established channels.
11. Maintain and develop system architecture records, database diagrams, data models, API documentation, deployment instructions, configuration registers, release notes, code documentation and troubleshooting guides to facilitate structured knowledge transfer to other technical personnel and contribute to relevant technical training and user guidance.
12. Coordinate day-to-day technical work with the direct supervisor, the Database and Information Management Officer, ICT and assigned developers or assistants, provide technical guidance, code and database review, assign technical tasks, review outputs and support knowledge transfer and technical development of assigned personnel to foster aligned, quality-assured technical delivery and developed team capability.
13. Perform such other relevant duties as may be assigned.
