Program Description:     The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.

Job Descriptions:

Position Overview
Clinical Specialists/Mentors will be based in each of the nahias/clusters and will work with the team to
support mentorship and continuous support to facilitate the implementation of project activities and
ensure integration. . The team will be responsible for on‐site mentoring and support to improve the
quality of care and strengthen delivery of health services at selected Tertiary, Secondary, Primary Health
Centers in each Nahia.
 Position Reports To: Cluster Managers in Kabul
 Supervisory position: NA
 Location: Cluster 1 Kabul

Responsibilities
 Continuous support and Advocacy for mentorship.
 Negotiate with hospital / facility management (Public and Private) for buy‐in to onsite mentoring
and quality improvement
 Provide technical support to EPI interventions at the health facility and community levels.
 Support the program to improve EPI coverage in the targeted HFs and communities.
 Support the National Immunization Days
 Support routine and outreach vaccination services
 Support the conduction of EPI trainings for the targeted HFs and communities.
 Support formation of facility quality improvement team and selection of onsite clinical
representative for mentorship program
 Facilitate initial assessment, analysis and action plan for improvement of service delivery and data
strengthening for EPI
 Develop detailed mentoring schedule for routine visits to each facility including: service delivery
improvement plan follows up, learning activities and data review
 Support preparation for learning sessions (e.g. training supplies, care of models, commodities,
learning tools)
 Facilitate monthly mentoring visits for quality improvement, learning and data strengthening
 Role model behavior and practices (e.g. respectful care) and provision of clinical care and services
 Work with onsite clinical for mentorship program to plan for on‐site practice
 Coordinate mobile phone‐based mentoring to service providers and support practice of skills

 Support facility team to discuss and analyses data and submit data every month
 Ensure adequate and organized record keeping of activities including mentoring plans,
implementation progress, mentoring visits
 Share records with relevant stakeholders and supervisors as needed
 Work closely with the MNH and TB mentors to improve access and quality of health care services in
the targeted Nahias/Cluster
 Write and submit timely reports as required including key issues, achievements, successes,
challenges and lessons learned
 Coordinate with other relevant project activities e.g. community engagement, leadership and
governance
 Coordinate with clinical advisors for MNH and nutrition, EPI and TB clinical interventions
 Provide regular feedback of the planned activities and issues as they arise (e.g. daily and weekly)
 Participate in routine progress review and data presentations identifying trends and adapting as
needed
 Any other task assigned by the supervisor

Job Requirements:

Required Qualifications and Experience:
 Graduate degree – MD , v including EPI, newborn health, nutrition, and
child health,
 Previous experience with conducting competency‐based trainings and providing supportive
supervision is advantageous
Abilities/Skills:
 Ability to work successfully in teams, across a diverse team in a complex environment with multiple
tasks, short deadlines and intense pressure to perform
 Strong skills in facilitation, team building and coordination
 Excellent interpersonal and communication skills including strong writing, analytical and
communication skills in Dari, Pashtu and English (preferable)
 Experience working with Microsoft Office software applications (Excel, Word, Outlook Explorer,
Power Point) is advantageous
