Main Responsibilities:

The MEAL/HMIS Officer is responsible for designing, implementing, and maintaining Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and Health Management Information Systems (HMIS) for projects and programs in Afghanistan. The position ensures systematic tracking of project performance against agreed objectives, indicators, and targets, with continuous analysis of quantitative and qualitative data to support evidence-based decision-making.

The role includes strengthening accountability mechanisms by ensuring effective feedback and complaint response systems are in place and accessible to affected populations. The MEAL/HMIS Officer supports program teams in improving data quality, conducting routine monitoring, evaluations, and learning activities, and using findings to inform timely program adjustments, enhance effectiveness, efficiency, and compliance with donor and organizational requirements.

1. Monitoring and Evaluation (M&E)

  • Design, implement, and maintain M&E systems and tools to monitor project outputs, outcomes, and impact.
  • Ensure accurate and timely data collection through regular field visits to Health Facilities (HFs) and outreach activities using MdM M&E tools.
  • Collect and analyze beneficiaries’ feedback through exit and satisfaction surveys, focus group discussions, and individual interviews.
  • Conduct routine field monitoring, including program and logistics-related activities, and produce monitoring reports with actionable recommendations.
  • Support planning and implementation of needs assessments, surveys and baseline, mid-term, and end-line evaluations, and impact assessments when required.
  • Assist in the development, adaptation, and implementation of MdM mission-standard M&E tools, including data collection, routine monitoring and reporting tools.
  • Coordinate M&E activity timelines with the technical supervisor and project staff.
  • Ensure proper documentation, filing, and archiving all MEAL data and tools.

2. Accountability and Learning (A&L)

  • Establish, manage, and strengthen Accountability to Affected Populations (AAP) mechanisms, including staff and partner capacity building.
  • Establish and manage a Complaint and Feedback Mechanism (CFM) that enables beneficiaries and communities to safely provide feedback and submit complaints.
  • Collect, document, follow up, and close feedback and complaints in coordination with field teams.
  • Monitor the quality, inclusiveness, and accountability of MdM activities.
  • Proactively propose accountability monitoring tools and templates.
  • Promote learning by ensuring MEAL findings and community feedback are analyzed, shared, and used to improve program implementation and strategic decision-making.
  • Support compliance with MdM, donor, and head office MEAL and reporting requirements.

3. HMIS (Ministry of Public Health)

  • Ensure alignment of MdM-supported Health Facility data collection and reporting with MoHP. HMIS requirements.
  • Coordinate with HF staff and Data Clerks to ensure accurate, complete, and timely HMIS reporting.
  • Support data verification, compilation, and submission of HMIS reports from supported HFs.
  • Support capacity building of HF staff on HMIS indicators, tools, and reporting standards.
  • Work closely with medical and pharmacy teams to ensure monthly prescription audits are conducted per HF and reports are shared.
  • Ensure harmonization between MdM internal databases and national HMIS systems.

4. Reporting and Data Analysis

  • Analyze quantitative and qualitative data to assess progress against project objectives.
  • Produce monthly MEAL reports and contribute to mission and donor reports with clear findings and recommendations.
  • Prepare ad hoc analytical reports upon request from the Project Manager or MEAL Advisor.
  • Produce data summaries, dashboards, graphs, and tables to support program monitoring and decision-making.

5. Capacity Building

  • Train project staff, particularly MEAL/HMIS related persons, and Health Facility staff, on MEAL and HMIS principles, tools, and data quality standards.
  • Provide ongoing technical support and mentorship on data collection, data quality assurance, and analysis.

Job Requirements:

  • Bachelor’s degree in Statistics, Health, Social Sciences, International Development, or a related field (MEAL or humanitarian work).
  • At least 3 years of experience in a similar role, including data collection, surveys, and data analysis.
  • Good knowledge of the public health system in Afghanistan, including the MoPH HMIS.
  • Good understanding of accountability and learning systems.
  • Strong skills in report writing and presentations.
  • Ability to collect, clean, and analyze data accurately.
  • Background in public health, epidemiology, or health information management is an advantage.
  • Good computer skills: Microsoft Word, Excel, KoBO Toolbox and ODK are required; knowledge of Epi - Info or SPSS is an asset.
  • Good communication skills and ability to write and speak Pashto, Dari, and English.
  • Previous experience working with NGOs is preferred.
  • Ability to work in challenging security environments.
  • Good organizational and time management skills.
  • Ability to work independently and as part of a team.
  • Willingness to travel frequently for field visits and be flexible with working hours when needed.
