About Asia Community Development Organization (ACDO):

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political and non-profit humanitarian organization founded in 2014 register with the Government of Islamic Republic of Afghanistan (GoIRA) under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk and underserved people throughout the country.

ACDO responds to the needs of disadvantaged and marginalized rural and urban communities by managing and utilizing the available scars resources in a well, efficient, transparent and dignified manner to enhance resilience, boost access to education, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has active presence at least in nine provinces in five regions of the country and intends to expand its operations to the remaining provinces as well with the aim to transform itself into a leading and developed organization which will deliver to and support significant number of people who had been affected by the long protracted and sudden on-set emergencies in Afghanistan. Regardless of the hardest circumstances that existed in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Job Descriptions:

Job Overview:

The Provincial Project Officer will be responsible for the overall management/coordination of the Community-Based Education (CBE) and for developing the project at the field level in accordance to ACDO policy. S/he will regularly supervise the field team, coordinate closely with key stakeholders and donors, and generate and develop the plans & reports. S/he is supposed to ensure the quality of the education projects through regular field visits to the project sites. The role holder will be expected to work outside the normal role profile and in various working hours accordingly.

Job Description:

  • Provide program support such as administrative, project management, coordination, monitoring, and support to project officer/manager.
  • Oversee daily operations in the province and coordinate activities of the programs and to ensure the delivery of project targets are achieved.
  • Provide technical support and supervision on efficient and effective implementation of assigned projects activities as per work plans.
  • Maintain & expand/extend working relations with relevant government ministries, including the Provincial Education Directorate (PED) and Directorate of Economic (DoEc) and targeted communities.
  • Provide feedback to the program unit regarding the regular program/project updates and progress on a regular basis.
  • Facilitate training programs, workshops, meetings on provincial level on behalf of ACDO. 
  • Undertake an active role on the quality implementation of education activities including CBE, the School Improvement Plan (SIP).
  • Draft regular project training, monitoring, Coordination, distribution and Ad-hoc reports.
  • Conduct surveys and assessments in the communities and provide feedback and suggestions for the strengthening and development of the education program Mobilization and assessment in the province/targeted districts and communities.
  • Responsible for the establishment of Village Literacy Committees and ensuring visibility and monitoring of the basic general literacy courses.
  • Create positive relations with the community through regular meetings and discussions for identifying and addressing education needs and issues.
  • Lead community-based mobilization and sensitization meetings, and introduce the project activities to community members and project beneficiaries.
  • Facilitate the establishment of BGL classes and ensure the registration and integration of students and teachers in the MoE formal system.
  • Take an active part in the process of beneficiary identification and registration in BGL.
  • Conducting training and awareness sessions to Teachers, School Management Shura’s, Communities and others on regular bases.
  • Communities’ awareness on project objectives, activities, outputs, MEAL systems and ACDO Child Protection Policies.
  • Follow up and Regularly monitor the ongoing BGL classes, Teacher and SMS.
  • Any other related task as assigned by the Project Officer and/or Senior Management Team (SMT).

Job Requirements:

Qualifications:

  • At least a Bachelor's degree, Master's degree is desirable
  • Bachelor's degree holder with 5 years of relevant experience and 4 years of relevant experience with a Master's degree.
  • Experience in a relevant or similar position in humanitarian projects is required.

Skills:

  • Strong oral and written communication skills in Pashto and Dari, skills in English will also be an asset.
  • Knowledge of the community structure, dynamics and development.
  • Enough experience in community mobilization, particularly for community participation, conflict resolution and resource mobilization.
  • Knowledge of the value of education in Holy Islam, child development and the current trends of education in Afghanistan.
  • Ability to cope well under pressure, work irregular hours and meet tight deadlines
  • Sound organizational skills and ability to prioritize and deliver assignments promptly often under severe time pressures
  • Experience in needs assessment, project monitoring and evaluation, and program development
  • Good knowledge and experience in Afghanistan's education system/context, education in emergencies (EiE), child protection (CP) and Community-Based Education.
  • Experience in coordination with government authorities, communities, donors and beneficiaries.
