Job Descriptions:

Provide technical and process-oriented support for the development of workflow/process flows of the Information management systems of various units/grants.

  • Support Education program information management and analysis; act as the program focal point to facilitate linkages and support with all respective staff.
  • Provide technical and process-oriented support for the development of workflow/process flows of the Information management systems of various projects.
  • Support and strengthen field assessment mechanisms in coordination with IPs through the development, adaptation, and dissemination of information management tools and procedures that meet program needs.
  • Ensure application of appropriate information technology for maintenance of partner lists (e.g. through Box file sharing) and archiving of information recognizing limitations in connectivity.
  • Promote and facilitate the use of inter-operable technologies among program staffs and partners.
    1. Digitize tools using XLSForm, KOBO, Comcare, PowerBi, ODK
    2. Extract and analyze project data from the server.
    3. Sharing clean data with the respective stakeholder including IPs where necessary
  • Regularly update the Education program beneficiary counting and annual statistics.
  • Implement adequate monitoring mechanisms to review impact of the program / partner and progress against implementation plans.
  • Follow up with education program /partners for the provision of timely, consistent and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making.
  • Develop client’s satisfaction and feedback mechanism to support program with quality implementation and need-based programming
  • Develop online dashboard to reflect/present all projects summary for easy understanding and timely decision making. 
  • Ensure adequate reporting and effective information sharing amongst all partners including education cluster; disaggregating data by age, gender, and other traits; provide information outputs whenever feasible.
  • Develop simple, user-friendly program / partner reporting formats in consultation with Senior MIS manager and deputy education coordinator-technical; these reporting formats should include provision for gender and age disaggregation of data and reporting on more vulnerable groups.
  • Develop training modules and deliver training to education program and partner’s IM staff on data management and reporting mechanisms, including data collection, analysis, and dissemination.
  • Participate in weekly MIS working group meetings, cluster meetings, project cycle meetings, and other relevant working groups. Support liaison with external partners
  • Support and enforce data confidentiality guidelines adopted by the MIS unit to protect sensitive data.

Data advice and support

  • Performance management of all direct reports, including regular one-on-one meetings and completion of work and development plans.
  • Provide advice on data management and MIS related work to facilitate the achievement of activities related to the Education program plan that links directly to MEAL input and program specific staff requirements as per work of the integrated team. This also includes establishing clear guidelines and procedures for data governance by defining data standards, ensuring data quality, establishing data sharing protocols and maintaining data security.

Training, Team Management, and capacity building

  • Conduct training and support in the development of MIS in Education program, storage and      reporting
  • of high-quality data that will facilitate reporting against Grant, PCM, SAP and donor indicators.
  • Conducts trainings and workshops for MIS users in the CP to enhance their data management and analysis skills and to build their capacity on effective use of the information system, and interpretation of program data.
  • In coordination with Senior MIS Manager and education program leads, conduct induction for newly hired staff members of the education program and IPs, including training in basic technical data processing and analysis competencies.
  • Support the Senior MIS manager and education program leads in the development and implementation of capacity training plans for data management
  • The incumbent will be responsible for setting clear and personalized development goals, and designing training and mentorship plans to assist team members in professional development.
  • Be available to provide regular support and technical backstopping to all Education programs and IP teams.

Data Management, Analysis, Reporting, and Quality

  • Data management, cleaning and analysis including monitoring of the accuracy of data collected, and cross-checking data collected in the field;
  • Developing project specific data management plan, updating indicator performance Tracking Table, and ensuring the actuals are updated and reflected in the program indicator dashboard (PID).
  • Maintaining data management platforms and analysis, serving as the focal point for statistical analysis and quantitative reporting;
  • Contributing to the automatization of data analysis processes.
  • Collecting / consolidating, organizing, and managing program related data from various projects sources, and making analysis of the collected data to identify trends, patterns, and insights to program stakeholders.
  • Providing information management support to other stakeholders; team members, or partners.
  • Ensures the accuracy, completeness, and timeliness of program data by implementing data quality assurance procedures. To this end, the incumbent will work closely with MEAL to resolve data discrepancies and establish data validation mechanisms

Job Requirements:

  • A University Degree in Computer Science \ Information Technology \ Information Management or relevant studies.
  • A minimum of 3 years of progressive experience in information management, database management/Administration, data visualization, or data analysis.
  • Demonstrable experience working with humanitarian organization preferably in the field of education.
  • Ability to organize and manage data, while adhering to data principles.
  • Good communication and coordination skills
  • Computer proficient, with experience using Microsoft Word, Excel and Power Point including online communication platform such as Skype, Zoom, or Microsoft team
  • Knowledge of Kobo, PowerBi, Commcare and /or ODK is mandatory. Knowledge in other software tools are additional assets
  • Good interpersonal skills and ability to work as part of a team, as well as independently
  • Flexible and able to work in a dynamic and diverse environment
  • High level English language proficiency (speaking, reading, writing). Excellent communication skills in Pashto and Dari.
