The HALO Trust is the world’s largest humanitarian mine clearance organisation. We save lives and restore communities threatened by landmines and other weapons of war, such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Job Descriptions:

The HALO Trust Afghanistan team is seeking a qualified and highly motivated National Compliance Officer to support the Finance team. Under the lead of the Head of Finance.

Job Purpose:

The Compliance Officer will manage the strict compliance of the of organisation, donor and statutory regulations and policies. The Compliance Officer is the focal personal for internal and external audits.

Job Requirements:

Compliance:

  • Ensure broad awareness of compliance obligations and audit requirements to related departments.
  • Review the completeness of procurement processes and supporting documentation to ensure compliance with HALO Logistics and Procurement Policy and statutory requirements.
  • Lead sub-partner desk by reviewing vouchers against partner’s ledger and financial reports on monthly basis. Provide the sub-partners with detailed observations and recommendations feedback report and follow up action points.
  • Ongoing review of all Kabul expense vouchers.
  • Record and consolidate all meetings held with the IEA authorities in Kabul and provinces and cross check against OFSI sanction lists, running monthly/bimonthly compliance meetings with the Program Manager and HoR.
  • Ensure that all business transactions are crosschecked against Sam.gov and EU sanction Lists.
  • Ensure general Compliance Observation in finance department.

 

Audits:

  • Focal point for internal and external audits for HALO Trust and its Implementing Partners. With support from the team, provide required documents to auditors. Coordinate with HALO HR, Finance, Logistics and other departments (including headquarters) during audits.
  • Prepare the initial management response to all audit observations and share with International Finance Manager and Head of Finance and Grants for review and further approval.
  • Ensure that the proper record and documentation of all the audit engagement are in place.
  • Any other task given by International Finance Manager, Grant & Compliance Officer, Head of Finance and Grants and Program Manager

 

Staff Management:

Support and mentor Compliance Associate in their role.

Essential skills & experience required for this role:

  • An implementer of policies, procedures, and projects
  • Bachelor’s degree in economics, Finance, Accounting, Law, or any other related field.
  • At least 4 years’ working experience in international NGOs and Sub-contractors.
  • Experience with financial and grant management systems including reporting and auditing
  • Advanced Excel skills
  • Ability to be hands-on in terms of grants management, compliance and risk
  • Capacity building skills, especially with Implementing Partners
  • Excellent communication skills
  • Ability to work effectively with a wide range of people in different departments  
  • Excellent Excel skills and solid working knowledge of NetSuite or other similar ERP system
