WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

 

WDIO is committed to applying a ‘zero tolerance’ policy towards acts of sexual exploitation and abuse by its personnel. In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows

Job Descriptions:

Main duties and responsibilities:

  • To ensure every day’s all kinds of financial transactions as per Project requirements and maintain daily Cash book and bank Book.
  • To prepare the bank reconciliation and financial report for donors & management requirements.
  • To prepare bill Vouchers and check bills with Supporting documents and make sure to have approval before all kinds of payments or transactions.
  • To maintain all kinds of register and Account-related files.
  • To prepare the staff payroll, Tax Report, and bank reconciliation as per policy every month.
  • Prepare monthly/weekly cash projections for the projects.
  • To make sure or prepare and update the asset inventory list of all projects.
  • Day-to-day correspondence with the field office accountants.
  • Day-to-day correspondence with the Partners organization.
  • Ensure the accuracy of recording of all basic data for accounting purposes.
  • Ensure timely preparation and disbursement of salaries and the records in this regard are maintained properly by the concerned Officer/staff.
  • Coordinate with the heads of departments to ensure the timely completion of detailed budget statements.
  • Ensure that the maintenance of entity's books of account and the preparation of monthly trial balance are maintained and prepared properly.
  • Direct the preparation of all the schedules in support of the trial balance.
  • Direct and ensure prompt preparation of monthly/periodic management reports.
  • Ensure that the bank reconciliation statements are prepared properly and regularly on monthly basis.
  • Direct the timely preparation of annual accounts together with the schedules and notes for early completion of statutory audit.
  • Direct the timely preparation of periodic accounting reports.
  • Ensure proper handling of Tax and other statutory matters of the entity by staff or consultants.
  • Review and analyze the revenue and budget.
  • Ensure timely establishment of letter of credits required for import of vehicles/spares and any other items required from time to time.
  • Any other task assigned by the line manager/ supervisor.

Job Requirements:

Job Requirement

  • Bachelor's Degree in managerial, and field of accounts, finance, Economics or any other related field.
  • Minimum of 2 years of working experience in similar positions in the CBE Education Program with national and international NGOs.
  • Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
  • Travel – The position will be based in the province with frequent travels to the districts.
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country;
  • Respect the confidentiality of the organization
