Afghan Youth Services Organization (AYSO) is a National Afghan NGO registered in 2006 with the MoEc of Afghanistan with registration No:397.AYSO since came into being has developed, successfully implemented, and provided direct assistance services in different   sectors such as health, educational,Food Security,  Capacity building, GBV Prevention and Response, Peace, Justice Research, and Surveys human rights and awareness projects and programs with the technical and financial support of several UN Agencies such as UNDP,UNFPA, UNICEF, WFP, and WHO, AYSO has implemented projects with government ministries and departments as well as has been being implementing partner with AAH/USAID, FHI, BARC, AADA,HEWAD, and other National and International Organization

Job Descriptions:

The Admin/Finance Officer will be under the direction of Head of Finance and Program Director.  He Act according to the policy and regulation of Organization Responsible for set up and control of administrative system in Sub Office, responsible for all procedures and documents for staff hiring and firing in coordination with management team. Support meetings and maintaining documentation of data related to meetings.   

Duties and Responsibilities:

  • Act according to the policy and regulation of AYSO.
  • Responsible for filling system Supervise, maintain and keep the recording.
  • Plans direct and coordinate all Logistic/procurement process.
  • Following up all Procurement/Operations’ daily activities, checking quotations, purchase order, requisitions, bid summaries and way bills properly before process.
  • Ensure that all stock present and coming equipment are properly recorded.
  • To obtain approval from all related departments in the bid summary.
  • To prepare purchase order for the items He/she purchases for any assigned section if requires to be fill and translate all receipts properly after purchasing.
  • To clear all receipts on time with finance section before requesting the other cash.
  • To submit the item/equipment properly after completion of asset/inventory report before sending out to any location.
  • To provide updated asset and inventory lists for audit issue.
  • To avoid purchasing unallowable which are against AYSO policy.
  • To provide daily, weekly, monthly, quarterly and annually written report to the Operation Manager/Logistic/HR/procurement activities.
  • Responsible for all kinds of contracts Preparation of contracts for purchasing, Rental car/Houses and Hostel
  • Responsible for direct communication with Operation Manager and Sharing of plan
  • Responsible for transport   and supply management for the office and field
  • Control the daily cash/check management, by checking the data reliability, tracking invoices and submitting monthly accounts in accordance with the line Manager’s instructions to provide accurate, updated financial information
  • Execute administrative tasks according to Senior Finance manager’s indications and AYSO procedures, in order to ensure legal compliance and keep a strict control over administrative and HR procedures implemented in the mission.
  • Guarantee the quality check on project accounting, correct encoding of salaries, follow-up and matching of internal transfers and advances
  • Responsible for filing accounting documents, organize financial documents
  • Execute administrative and legal related tasks under supervision of Line Manager
  • Perform any other related duty assigned by line manager.

Job Requirements:

  • Minimum Requirements and Competencies:
  • University degree in Accounting, Finance, Administration or communication desirable.
  • Proficient user of MS Office Packages (Excel, Word, Outlook) essential
  • Other experience in similar position desirable
  • Dari/Pashtu oral and written essential.
  • NGOs experience must, English oral and written essential.
