Job Descriptions:

Position Summary


The Technical WEE Specialist will lead and oversee the implementation of Women's Economic Empowerment initiatives under HHWO's programs in Badakhshan province. The role focuses on designing, implementing, and monitoring projects aimed at enhancing women's economic opportunities, entrepreneurship skills, and access to markets.

Main Duties & Responsibilities:

Program Development and Implementation:

    • Design, develop, and implement Women's Economic Empowerment (WEE) programs and initiatives in line with organizational goals and donor requirements.
    • Conduct thorough needs assessments and gender analyses to inform program design and strategy.
    • Lead the implementation of WEE initiatives, ensuring high-quality delivery, monitoring progress, and adjusting strategies as needed.

Technical Guidance and Support:

    • Provide technical expertise and guidance on WEE strategies, including income-generating activities, entrepreneurship development, financial literacy, and market linkages.
    • Develop training materials and conduct capacity-building sessions for staff and beneficiaries on WEE-related topics.

Monitoring, Evaluation, and Reporting:

    • Develop monitoring and evaluation frameworks and tools to track program progress, outcomes, and impact.
    • Prepare regular progress reports, including quarterly, annual, and donor-specific reports, ensuring data accuracy and compliance with reporting requirements.

Partnership and Coordination:

    • Collaborate with local partners, government agencies, NGOs, community groups, and other stakeholders to foster partnerships and enhance program effectiveness.
    • Coordinate closely with Program Managers and other technical specialists within HHWO to integrate WEE components into broader programs.
    • Coordinate WEE activities with other sectors within HHWO to maximize synergies and integrate gender-responsive approaches.

Training and Capacity Building

    • Facilitate workshops, trainings, and mentoring sessions to build the capacity of women entrepreneurs and local partners in business skills, leadership, and sustainable development.
    • Share lessons learned, best practices, and innovations in WEE through internal learning events, conferences, and publications.
    • Conduct capacity-building activities for HHWO staff and partners on WEE concepts, methodologies, and best practices.

 

Advocacy and Knowledge Sharing:

    • Advocate for women's economic empowerment issues at local, regional, and national levels.
    • Contribute to knowledge sharing and learning within the organization and external networks on best practices, lessons learned, and innovations in WEE.

Organizational Responsibilities:

    • Adhere to the Code of Conduct, uphold humanitarian principles, and respect international humanitarian law in all activities.

Gender Equality and Inclusion

    • Promote gender equality principles and ensure inclusivity across WEE interventions.

Compliance & Ethics

    • Maintain high standards of integrity and ethical conduct in line with HHWO and donor guidelines.

Safeguarding

    • Ensure the protection and well-being of beneficiaries, including prevention of exploitation and abuse.

Job Requirements:

Education:

    • Bachelor’s degree in International Development, Economics, Business Administration, Gender Studies, or a related field

Experience:

    • Minimum five years of progressive experience in designing, implementing, and managing Women's Economic Empowerment programs, preferably in humanitarian or development contexts.
    • Proven track record in providing technical leadership, capacity building, and mentoring support.

Skills: 

    • Strong technical knowledge and expertise in Women's Economic Empowerment strategies, including business development, financial inclusion, and market access.
    • Strategic thinking and ability to innovate solutions to complex challenges.
    • Strong organizational skills, with the capacity to manage multiple tasks and meet deadlines under pressure.
    • Strong understanding of community dynamics, local governance structures, and cultural sensitivities in Afghanistan.
    • Excellent facilitation, communication, and interpersonal skills.
    • Commitment to humanitarian principles, confidentiality, and ethical standards in psycho-social work.

Languages: Written and spoken fluency in English and Dari and/or Pashto, both.
