Job Descriptions:

ROLE PURPOSE:

Save the Children is increasingly committed to advancing its approach to localisation and local leadership in order to better ensure that needs of children are met in the short- and long term. Save the Children’s commitment to localisation is described in the SC Localisation Policy, the Local to Global Ambition, and externally through endorsement of the Grand Bargain and Pledge or Change.

Following decades of conflict and a continuous volatile situation the needs of children remain pertinent in Afghanistan. Given the volatile context strategic development and implementation of a contextualised version of localisation in Afghanistan is key to better support children in Afghanistan in the short and long term.

The position as localisation manager will be responsible for strategically developing and programmatically supporting implementation of SC Afghanistan’s contextualised strategy and approach to localisation. This includes support to SC Afghanistan’s current Localisation Initiative, CSP development, sector programme support and development, private sector and community-led development support and engagement with interagency and national initiatives on localisation roadmap development and implementation.

SCOPE OF ROLE:

Reports to: Humanitarian Director

Role Dimensions:

The position makes out the backbone of SC’s Afghanistan’s localisation work, as the position is responsible for developing, shaping and supporting SC Afghanistan’s localisation approach. In addition to leading localization strategy development and implementation, the post holder will engage in external collaboration with other actors including ACBAR representing SCI on the LTWG, working with local and national actors as well as working with SCI global teams.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY

Strategic development:

  • Support integration of the localisation agenda into the CSP process
  • Lead development of localization roadmap
  • Support the CO to follow the strategic and programmatic approach to localisation in line with the CSP
  • Include L/NAs in continuous shaping of SC’s strategic and programmatic localisation development
  • Develop strategic approach to the CO’s private sector engagement shaped by the localisation agenda.

Technical leadership:

  • Develop SC staff capacity on the fundamentals of localisation, including differences between partnerships and localisation.
  • Provide technical guidance to provinces, sectors and programmes on integration of localisation
  • Provide technical guidance to other functions including  awards and partnership functions to reflect seven dimensions of localisation
  • Provide support to provinces on localised programming.

Programme Quality and project development:

  • Support implementation and learning from SC Afghanistan’s Localisation Initiative and gradually develop the initiative based on learning and evidence
  • Support development of regional localisation hubs as part of the regional warehousing project
  • Develop SC’s approach to community leadership in programming
  • Support sector programmes in the provinces to incorporate and reflect the CSP approach to localisation and SC’s Localisation Policy and Local to Global Ambition.

Networking and coordination:

  • Liaise and engage with ACBAR’s localisation work, including the development of ACBAR’s localisation roadmap
  • Engage with the work of SC’s entities on localisation, such as SC’s Localisation Task Team and the Localisation Community of Practice
  • Engage with the work of the clusters on localisation, in particular the Education Cluster and CP AoR.

Analysis and communication:

  • Develop external communication on SC Afghanistan’s localisation work aimed at donors and other external stakeholders
  • Analyse the feasibility of existing localisation roadmaps for Afghanistan and SC’s position toward these frameworks.
  • Based on analysis on funding space for L/NAs develop evidencebased advocacy for donors on direct funding opportunities for L/NAs.

Job Requirements:

QUALIFICATIONS

  • University Degree in social sciences, administration or international relations.
  • Training on localization is desirable

EXPERIENCE AND SKILLS

  • At least 5 years experience with the international humanitarian aid system and positions of key stakeholders
  • Track record of engaging with civil society organisations or networks, INGO or communities
  • Familiarity with community-led programming
  • Familiar with the Grand Bargain and Pledge for Change international commitments on localisation
  • Experience with strategy development
  • Experience with capacity strengthening
  • Strong analytical and communication skills
  • Skilled at networking and representation in order to engage with interagency and joint localisation efforts in Afghanistan
  • Experience working with SCI is an added advantage
