The IRC opened the country program in Afghanistan in 1988. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Descriptions:

Main Purpose of the Job:

  1. Livelihood Improvement:
    • Utilize engineering knowledge and skills to identify, design, and implement projects that enhance and diversify livelihood opportunities for the target population.
  2. Income Generation:
    • Develop and implement initiatives aimed at increasing income levels for individuals and communities through the introduction of sustainable and resilient livelihood practices.
  3. Infrastructure Development:
    • Plan, design, and oversee the construction or improvement of infrastructure related to livelihood activities. This could include agricultural facilities, water management systems, processing centers, and more.
  4. Technology Integration:
    • Integrate appropriate technologies to optimize and modernize livelihood practices, fostering efficiency, productivity, and sustainability.
  5. Community Engagement:
    • Work closely with communities to understand their needs, preferences, and challenges related to livelihoods.
    • Facilitate participatory approaches to project planning and implementation, ensuring community ownership and sustainability.
  6. Capacity Building:
    • Provide training and capacity-building support to community members to enhance their skills and knowledge in livelihood-related areas, empowering them to take charge of their economic well-being.
  7. Market Access:
    • Identify and establish market linkages for the products or services generated through livelihood activities, ensuring that communities have access to viable markets.
  8. Monitoring and Evaluation:
    • Implement monitoring and evaluation mechanisms to assess the impact of livelihood interventions, making data-driven adjustments for continuous improvement.
  9. Sustainability and Resilience:
    • Integrate principles of sustainability and resilience into livelihood projects to ensure long-term positive outcomes and the ability to adapt to changing conditions.
  10. Collaboration:
    • Collaborate with relevant stakeholders, including government agencies, NGOs, and local partners, to leverage resources, expertise, and support for livelihood initiatives.

Duties and Responsibilities:

 

  1. Community Technical Assessment:
    • Collect, enter, and analyze necessary technical assessments conducted by the team.
    • Ensure proper documentation and soft entry of all estimations and analytical measurements for the project.
  2. Work Supervision:
    • Follow up on community work with laborers to ensure the completion of tasks according to project requirements.
  3. Documentation:
    • Maintain proper documentation and systematically enter all estimates and analytical measurements for the project.
    • Provide support to the team as needed.

Specific Duties:

  1. Site Visits and Monitoring:
    • Visit project sites to observe environmental problems, consult with contractors, and monitor construction activities.
  2. Design Expertise:
    • Design Cash for work projects, agricultural water ponds, traces, and water storages in dry and drought-affected communities.
  3. Water Quality Advice:
    • Provide advice on water quality and address issues related to pollution management, river control, and ground and surface water resources.
  4. Training and Education:
    • Conduct training sessions on water management for Water User Committees (WUC).
    • Organize educational programs for farmers or farm cooperative members to enhance agricultural productivity.
  5. Cash for Work Planning:
    • Select the best areas for cash-for-work projects based on project criteria.
  6. Infrastructure Planning:
    • Plan and direct the construction of rural water distribution systems, as well as irrigation, drainage, and flood control systems for soil and water conservation.
  7. Client Meetings:
    • Regularly meet with clients, such as district or regional councils, farmers, and developers, to discuss their needs.
  8. Construction Supervision:
    • Supervise and record day-to-day construction activities to ensure quality and adherence to project specifications.
  9. Meeting Participation:
    • Actively participate in external and internal meetings related to the project.
  10. Ad Hoc Tasks:
  • Undertake any other tasks assigned by the line manager to contribute to the success of the project.

Job Requirements:

  1. Educational Background:
    • Bachelor’s degree in engineering, Agricultural Engineering, or a related field.
    • A master’s degree in a relevant discipline is a strong asset.
  2. Professional Experience:
    • Minimum of 3-5 years of hands-on experience in designing and implementing livelihoods programs, preferably in the context of community development.
    • Proven track record in project management with a focus on sustainable livelihoods.
  3. Technical Skills:
    • Proficient in relevant engineering tools and technologies for agricultural and livelihoods projects.
    • Strong understanding of value chain development, income generation, and sustainable agriculture practices.
  4. Community Engagement:
    • Demonstrated experience in working directly with communities, understanding their needs, and involving them in the planning and execution of livelihoods programs.
  5. Project Management:
    • Proficient in project planning, budgeting, and monitoring and evaluation.
    • Ability to manage and coordinate multi-stakeholder projects efficiently.
  6. Innovation and Adaptability:
    • Ability to introduce innovative solutions for improving livelihoods, incorporating modern technologies where applicable.
    • Adaptability to changing circumstances and the capacity to find creative solutions to challenges.
  7. Communication Skills:
    • Excellent communication skills, both written and verbal.
    • Ability to communicate technical information to non-technical stakeholders clearly.
  8. Collaboration and Teamwork:
    • Strong team player with the ability to collaborate effectively with diverse teams and partners.
    • Experience working in interdisciplinary and multicultural settings.
  9. Analytical Skills:
    • Strong analytical and problem-solving skills, with the ability to conduct thorough assessments and recommend appropriate interventions.
  10. Monitoring and Evaluation:
    • Proficient in developing and implementing monitoring and evaluation frameworks to assess the impact of livelihoods programs.
  11. Languages:
    • Proficiency in English (spoken and written). Knowledge of additional languages relevant to the program's context is an advantage.
  12. Commitment to Sustainable Development:
    • Demonstrated commitment to sustainable development principles, including environmental sustainability and social equity.
