Job Descriptions:

The Operation Manager will oversee and coordinate the operational functions of the NGO in the West Region of Afghanistan. This position requires strong leadership, organizational, and communication skills to effectively manage multiple departments including administration, human resources (HR), finance, procurement, logistics, Information and Communication Technology (ICT), media, and stakeholders liaising. The Operation Manager will work closely with department heads to ensure efficient and effective implementation of projects and activities in alignment with the NGO's mission and objectives.

 

Responsibilities:

  1. Strategic Planning and Implementation:
    • Develop and implement operational strategies to support the achievement of the NGO's goals and objectives.
    • Collaborate with senior management to align operational activities with organizational priorities and strategic plans.
  2. Departmental Oversight:
    • Provide leadership and guidance to department heads in administration, HR, finance, procurement, logistics, ICT, and media.
    • Ensure coordination and collaboration among departments to optimize resource utilization and achieve operational efficiency.
  3. Budget Management:
    • Oversee the development and management of departmental budgets in collaboration with finance department.
    • Monitor expenditures and financial reports to ensure compliance with budgetary guidelines and donor requirements.
  4. Human Resource Management:
    • Supervise HR functions including recruitment, training, performance evaluation, and staff development.
    • Ensure adherence to HR policies and procedures to maintain a productive and motivated workforce.
  5. Procurement and Logistics:
    • Supervise procurement activities to ensure timely and cost-effective acquisition of goods and services.
    • Coordinate logistics operations including transportation, warehousing, and distribution to support program implementation.
  6. Information and Communication Technology (ICT):
    • Oversee ICT systems and infrastructure to support the organization's operations and communication needs.
    • Ensure data security, network reliability, and technological innovation to enhance organizational effectiveness.
  7. Media and Communication:
    • Coordinate media and communication activities to raise awareness about the NGO's work and achievements.
    • Manage relationships with media outlets, partners, and stakeholders to promote positive visibility and reputation.
  8. Stakeholders and Government Sectors Liaising:
    • Serve as the focal point for engaging with government authorities and relevant stakeholders.
    • Facilitate necessary permits, licenses, and approvals for operational activities.
    • Monitor regulatory changes and ensure compliance with government regulations.
    • Supervise the Head of Communication to ensure intime and efficient communication with related stakeholders at the Kabul level.
  9. Compliance and Risk Management:
    • Ensure compliance with relevant laws, regulations, and organizational policies.
    • Identify and mitigate operational risks to safeguard organizational assets and reputation.

Job Requirements:

  • Bachelor's degree in Business Administration, Management, or relevant field. Master's degree preferred.
  • Minimum of 3-5 years of experience in operations management, preferably in a humanitarian or development organization.
  • Strong leadership and interpersonal skills with the ability to work effectively in a multicultural environment.
  • Excellent communication skills in English and local languages (Pashto and Dari).
  • Proficiency in Microsoft Office Suite and other relevant software applications.
  • Knowledge of humanitarian principles, donor regulations, and Afghan context is desirable.
