About Organization for Relief Development (ORD):

Organization for Relief Development – (ORD) is a non-profit and non-political Organization has been established in January, 2010 subsequently after the general meeting held in Kabul, which was attended by highly professional and experienced Afghan activists. ORD was established with an overall outlook of assisting the most vulnerable segments (individuals and groups) of communities, in rural, semi-urban and urban communities throughout Afghanistan. The core strategy for achieving the outlook is to nurture a peaceful society where every Afghan individual or groups of individuals can seek protection and become part of the development process through expressing their opinions, identifying the problems/challenges they are confronted with, and recommend local solutions in community participatory manner. The ORD ultimately aims  at  turning  the  poorest,  destitute  and  still  passive  segments  into  active  agents  and owners of their development process.

Job Descriptions:

  • The Environmental Safeguard Officer (ESO) should monitor and enforce compliance with local, national, and international environmental regulations, permits, and standards applicable to the organization or project.
  • In close coordination with the line manager the ESO should prepare comprehensive visit plan for visiting the other CRLP provincial / districts offices on periodically basis.
  • When requires the ESO should conduct environmental impact assessments (EIAs), environmental audits, and risk assessments to identify potential environmental hazards, evaluate their significance, and propose mitigation measures.
  • Develop and implement environmental management plans (EMPs) and safeguard measures to minimize and mitigate environmental impacts resulting from organizational activities or project operations.
  • Implement monitoring programs to assess compliance with environmental standards and track the effectiveness of mitigation measures. Prepare regular reports and documentation to communicate findings and recommendations.
  • The ESO should assess feasibility of the projects implementation in field practical considering to environmental social safeguard regulation before project survery conducting by field engineers.
  • The ESO should timely explain the projects negative list to the Field Engineers and ensure these staff understand the different between the positive and negative projects.
  • Conduct pre-meeting with staff and communities about project risks and E&S impacts.
  • The ESO should develop emergency response plans and procedures to address potential environmental incidents, such as spills, leaks, or accidents. Coordinate response efforts and ensure appropriate actions are taken to mitigate environmental damage.
  • The ESO should stay updated with emerging environmental laws, regulations, and industry standards. Advise management on regulatory changes and assist in adapting organizational policies and practices accordingly.
  •  Any other tasks are given by the Supervisor.

Job Requirements:

  • Education: Bachelor degree (BSc) in Social Environmental science or related field is required.
  • Experience: At least three (3) years of relevant experience in Community Driven Development (CDD) projects. Familiar with community-based environmental safeguarding.

Language & other requirements:

  • English, Pashto and Dari (essential).
  • Excellent analytical and problem-solving skills to identify and address environmental risks.
  •  Strong verbal and written communication skills for effective stakeholder engagement and report writing.
