In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.

Job Descriptions:

POSITION OBJECTIVE
As a member of the PIU established for EMERGe project, the Finance Coordinator shall contribute to and participate in the effective financial management of the project. S/he will be responsible for i) Ensuring efficient and effective day-to-day financial services; ii) maintaining financial records and producing regular reports; and iv) providing support and technical assistance to PIU and other IPs.

JOB DUTIES AND RESPONSIBILITIES
Budgeting and Planning
•    Contribute to the development of the project annual work plan in coordination with the PIU lead and Implementing partners. 
•    Review and consolidate project annual budget with quarterly breakdown comprising of PIU and IPs budget estimates in accordance with the donor rules and regulations. 
•    Review and consolidate detailed operational and staffing costs plan in coordination with IPs. 
•    Review and consolidate annual and quarterly disbursement forecasts for all components of the project in line with project’s procurement plan and Work Plan/Cash Plan. 

Funds Management
•    Prepare realistic cash forecasts on quarterly basis in close coordination with Implementing partners and submit to the donor for advance and replenishment of advance. 
•    Track funds and follow up with the donor to ensure availability of funds. 
•    Periodically, and at least quarterly, reconcile project records.
•    Keep a track of cash flows from the donor & funds disbursement to implementing partners. Reconciling the receivables/payables balance from/with the donor and the implementing partners. 
•    Ensure that systems are in place to monitor expenses on a quarterly basis and liaise closely with the budget holders to support BVA. 
•    Preparation and coordinating financial reporting templates. 
•    Preparing and Providing reports to update the team on financial matters related to BvA.
•    Review and consolidate quarterly financial reports, SoEs and IUFRs submitted by IPs. Providing feedback and resolving matters. 


Credit Viability Fund
•    Reviewing and consolidating the credit viability fund report. Ensure systems are in place to monitor the overall financing process of IPs for SMEs and MSMEs.
•    Ensure IPs are trained in maintaining the required documents and procedures during the financing stage as per the Project Operation Manual.  
•    Maintain records of Financings to approved MSMEs and SMEs.  
•    Review and keep track of revolving funds disbursed under project on periodic basis.

  Coordination
•    Coordinating with ACGF to consolidate their reports when submitting to World Bank. 
•    Preparing budget allocations and revisions and In-kind templates for PIU and implementing partners.
•    Ensure IPs are provided with the information and training they require to understand compliance matters related to grant management procedures. 
•    Liaison with Implementing partners for effective grant financial management. 
•    Develop strong relationships with all IPs to enhance their understanding of finance and build their knowledge. 
•    Make arrangements for timely initiation and completion of audit of projects and ensure that report produced is in compliance with audit requirements of the donors. 
•    Attending entry and exit meetings with external auditors, facilitate timely completion of audits by supply of information and documents responding to queries. 
•    Prepare working papers on audit observations raised by external auditors and arrange meeting to settle the audit observations to the extent legally and logically possible. 
•    Facilitate and coordinate the external audit and internal audit review, other reviews by the third-party monitoring agents and internal teams. 
•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy. 
•    Assist and contribute to the development of the project operational manual and financial management manual. 
•    Assist and contribute to the MIS system modification in order to serve the projects’ needs, enhanced monitoring and strengthened internal controls. 
•    Any relevant task assigned by PIU lead.
•    To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy. 
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Data analysis. 
•    Audit documentation and follow up on audit-recommendations and findings in consultation with IPs. 
•    Perform any other duty assigned by the supervisor. 

DECISION-MAKING & AUTHORITY
•    Prepare relevant data analysis.
•    Check the budget availability of funds.
•    Check the variances and provide feedback to the supervisor.

Job Requirements:

JOB SPECIFICATION
•    Bachelor’s in accounting and finance with 7 years of relevant work experience with government, national and international organizations.
•    Full or part qualified CA, ACCA, CAT or other professional fields.
•    Strong supervision excellent skills in monitoring, problem solving and decision making.
•    Excellent computer knowledge (MS Excel, ERP) in Accounting and Finance.

REQUIRED CORE COMPETENCIES
•    Excellent skills in Microsoft excel with audit background.
•    Excellent interpersonal skills, client oriented with attention to detail. 
•    Proven successful capacity building / coaching experience.
•    Ability to perform well in stressful situation (e.g. with deadlines, etc).
•    Quality oriented, proven ability to work independently & in teams.
•    Ability to understand and follow complex oral and written directions.
