Kandahar Refugee Organization (KRO) is a national level, non-political, non-profitable, non-governmental organization working for humanitarian and rehabilitation roots in Afghanistan. Further, KRO is an Afghan organization that is committed to the development of the local economy and building local capacity for sustainable development. Thus, we have an established specialized network in many provinces of the country in order to design, implement related activities in the field of food security, research, capacity building, disaster management, and placement.

Job Descriptions:

The Operations Manager is responsible for daily operations management of the KRO office including finance, programming and administration. S/he is responsible for selection and preparation of local staff to assume key management positions for the KRO office. The Operations Manager is required to ensure that the Provincial office/ operate within the framework of policies, systems and methodology established by KRO.

Under the supervision and approval of the KRO Director, the Operations Manager will direct the preparation and implementation of the Provincial office strategic and operating plans, as well as technical assistance plan. S/he will be directly involved in the day-to-day management of operations in all departments. She/he will be involved in implementing new product, market assessment, location identification and security assessment in coordination with other departments. S/he is mainly responsible for the activities described below.

Duties & Responsibilities:

Planning & Monitoring

  1. Monitor the implementation of Provincial operational, financial and institutional development plans.

  2. Conduct periodic staff meetings to review progress of approved plans, discuss work plans for future periods, resolve issues arising from day-to-day operations and ensure coordination and timely corrective actions for any problem.

  3. Monitor the daily attendance and performance of employees under her/his supervision, including the managers.

Financial Administration

  1. Direct and monitor the management of cash and other assets to ensure integrity and efficiency in the use of financial resources for the provincial offices.

  2. Ensure the timely delivery of funds to the logistics and provincial offices; coordinate scheduling needs with the Finance Manager.

  3. Review all monthly financial reports before submission

  4. Strictly implement the KRO internal control system and take the appropriate personnel actions against any violation of the system.

  5. Take necessary actions to protect the Provincial offices against fraud. Coordinate with the KRO Director any requests for audit or police investigations and judicial action against any person involved in criminal action against the organization.

Staffing and Human Resources Administration

  1. Monitor transport and security services continually to ensure proper support for smooth operations.

  2. Oversee hiring and other human resource management actions to verify established policies and procedures are being followed.

  3. Foster the development of an ethical and moral working environment; building mutual respect, understanding, trust and cooperation among all staff members.

  4. Encourage with words and actions the participation and creativity of the staff in matters related to improving the effectiveness of the organization and their job performance and job satisfaction.

  5. Conduct performance evaluations of the staff reporting to him/her and verify that the supervisory personnel also perform evaluations of their staff in a timely manner according to established procedures.

  6. Update the Personnel and Office Management manuals in consultation and coordination with the Country Director.

  7. Supervise the day-to-day performance of the staff working under his/her immediate supervision and provide them either directly or indirectly with the technical, administrative and physical facilities support that they require to increase and maintain high productivity. In addition, ensure that other supervisory staff are supervising their staff in an effective and efficient manner.

  8. Communicate administrative and personnel requirements to other department heads to ensure cooperation.

  9. Institutional Development

  10. Develop the capacity and capability of local staff to assume key positions in the Provincial offices.

  11. Meet with Provincial department heads on a continuous basis to ensure resolution of operational problems and to foster teamwork among the staff; resolve departmental priority conflicts to best serve the needs of KRO.

  12. Identify Provincial office training needs and make arrangements for delivery of training in coordination with the Country Director; evaluate effectiveness of training program.

  13. Propose innovations to improve the financial services for the poor, management systems and overall performance of the Provincial office to the headquarters office.

Coordination with KRO-Provincial Offices

  1. Promote positive linkages and communication between the Provincial offices to strengthen the sense of team and commitment to the mission within the organization.

  2. Seek, consult and make use of technical inputs from other Provincial offices that could be used to strengthen the operating results. Seek such support regarding issues related to established policies, delivery system methodology and management and financial systems.

  3. Document the justification for proposed changes in plans, policy, methodology or managerial systems established or approved by KRO Director.

  4. Implement modifications or innovations according to instructions from KRO Director. In addition, motivate the staff to collaborate for successful implementation.

  5. Provide KRO Director with monthly status reports and requested performance reports of the Provincial offices.

Job Requirements:

Bachelor’s degree in social sciences, BA,BBA, political science, international relations, international development or related fields (Master's degree Prefered)

Work Experience:

A minimum of 5 years of professional experience in relevant Field
