The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

• Conduct meeting with selected IDPs/returnees’ communities, provide educational awareness to parents and encourage them to send their children in the classes besides orientation on the project to get their buy-in;
• Conduct assessment to identify qualified children for Accelerated Learning Program (ALP) and Community Based Education (CBE)
• Assist and facilitate classes establishment and clustering;
• Collaborate on project various activities with project team linked to community mobilization;
• Conduct baseline surveys on community and develop and implement community mobilization plan;
• Assist target communities to establish Education Management Committees;
• Assist the Education Management Committee to motivate and convince parents to enroll their girls and boys in Accelerated Learning Program (ALP) and Community Based Education (CBE)
• Establishes and develops good mutual understanding, cooperation, coordination and trust between the project team and the target communities;
• Maintains good working relations with authorities and related stakeholders. 
• Collect community mobilization and training data and assists Education officer and provincial Coordinator in data analysis and interpretation and report development;
• Submit community mobilization, monitoring, training, and observation data to Education officer/ provincial Coordinator;
• Assist project staff in reports preparation. 
• Active participation in project scope development and coordination;
• Assists Education Officer in preparation of project implementation plans;
• Any other tasks assigned by the line manager.

• Bachelor degree in Education, Management or other relevant academic disciplines.
• At least 3 years of experience in community mobilization or a related field.
• Strong interpersonal and communication skills.
• Ability to work effectively with diverse communities and stakeholders.
• Knowledge of community-based education programs and their implementation.
• Fluency in Dari, Pashto, and English.
