About Muslim Hands International:

Muslim Hands Afghanistan – MHA obtained formal registration from the Ministry of Economy in Afghanistan with registration No. 141 in 2005, and is now firmly established with its Headquarters in Kabul, and is fully engaged in relief and development activities in different parts of the country. The work of Muslim Hands in Afghanistan involves; improving the lives of poor and vulnerable through the provision of education, health, WASH, Protection, Livelihood, advocacy, Agriculture and other specialized projects in food security, water purification and sanitation schemes, orphan sponsorship scheme, income generation activities and emergency aid / relief activities in Afghanistan. Muslim Hands Afghanistan aims struggling its way to build a secured society through its core competencies including Health, WASH, Education, Emergency Relief, Food security, Livelihood and Protection. Muslim Hands Afghanistan was formed by a group of professionals and today it is blessed with +100 members include men, women and youth from different skill sets including medical professionals, Program and operation experts, and other professionals in non-profit sector. Muslim Hands Afghanistan is working under the effective leadership of nine national and international members of its board of trustees.

Job Descriptions:

Job Summary:

The post holder will work under the supervision of the Global Operation & Country Director, with the primary purpose of this role being to ensure the quality and accountability of MH-AFG's work, bringing immediate and lasting changes to the lives of people in need. The MEAL Coordinator will leverage significant experience and fresh ideas to facilitate the implementation, review, and evaluation of the MEAL system, as well as manage MEAL budgeting and support proposal writing and log frame development. The post holder will ensure that all MH-AFG projects are adequately supported to maintain the quality, effectiveness, and appropriateness of their programs.

 

A.  General:

  • Implement the MEAL system that engages project and program partners during the monitoring plan design and data utilization phases.
  • Plan and oversee MEAL activities, ensuring efficient management of related resources.
  • Uphold ethical principles in MEAL practices, specifically regarding gender equality, fairness, and child protection, while safeguarding confidential data and informed consent throughout data handling processes.
  • Produce and disseminate communication and reporting tools to ensure effective sharing of MEAL information.
  • Ensure the adoption of existing MEAL methodological guidelines and tools by MH-Afghanistan teams.
  • Contribute to proposal writing, ensuring that indicators, budgets, and MEAL frameworks are integrated.
  • Develop monitoring tools and support data collection and analysis. Prepare and organize routine monitoring of project plans.
  • Ensure the correct use of monitoring tools during implementation and guide teams during data collection. Analyze data to produce qualitative and quantitative reports.
  • Lead efforts to ensure MEAL information is used effectively for operational and strategic decision-making, including institutional reporting.
  • Inform Thematic managers regarding unmet targets, contextual changes, and any negative impacts on beneficiaries.
  • Ensure adherence to relevant policies, including Child Safeguarding and fraud prevention.
  • Develop and maintain control systems to prevent or address compliance violations and continuously evaluate the effectiveness of these systems.
  • Draft, modify, and implement organizational policies and review program departments to identify compliance issues
  • Stay informed about regulatory developments and evolving best practices in compliance control.
  • Prepare reports for the Country Senior Management Team (SMT), Governance, and Global Operations Departments as required.

 

B. Promoting MEAL interventions:

  • Lead the development and implementation of an organizational MEAL system for both emergency and development programs, ensuring accountability to donors and beneficiaries.
  • Foster a culture prioritizing quality programming by promoting all aspects of MEAL throughout the organization.
  • Build strong relationships with colleagues and provide the necessary support to ensure the MEAL system is understood and effectively utilized at both field and Afghanistan Response office levels.
  • Collaborate closely with program teams to integrate MEAL into project implementation, enhancing overall quality and accountability.

 

C. Mentorship, and Development:

  • Coordinating MEAL activities, fostering team cohesion and a strong organizational identity.
  • Provide technical support to MEAL staff, defining expectations and facilitating their performance through coaching and mentoring.
  • Develop a comprehensive MEAL training program to enhance capacity and awareness among all staff.

 

D. Internal Reporting:

  • Ensure timely and high-quality delivery of all internal monitoring and evaluation (M&E) requirements for emergency and development programs, including global indicators and quarterly reports.
  • Identify and implement new systems, tools, and processes necessary for the MEAL system, managing their development by MEAL team members.
  • Collect and circulate regular field monitoring and accountability reports from MEAL officers, ensuring action plans are followed up and reviewed by senior management.

 

E. Promoting Learning for Strategy Development and Decision Making:

  • Aggregate data and findings across thematic and operational teams to analyze impact and promote organizational learning and strategy development.
  • Monitor and improve the synergy and integration of thematic programs to enhance outcomes for beneficiaries.
  • Communicate key learning and analysis reports to management to facilitate timely and informed decision-making.

 

F. External Reporting and Representation:

  • Ensure accountability to donors through the implementation of timely and high-quality MEAL activities, leading to accurate reporting.
  • Produce comprehensive analysis reports that demonstrate MHI's impact and include evidence of good practices and replicable programs, sharing these at relevant events.
  • Represent MHI at inter-NGO and government meetings related to MEAL, promoting best practices and collaborative learning.

 

G. MEAL Resources Utilization:

  • Integrate MEAL into the program design stage and ensure it is included in all proposal developments.
  • Secure funding for MEAL resources through creative proposal development, ensuring sustainable integration of MEAL in emergency and development programs.
  • Effectively manage the MEAL budget to support the above activities.

Job Requirements:

Job Requirements:

  • Bachelor's degree in an area of social science/development, business administration, economics/statistics or equivalent with a proven 5 years’ experience in INGOs. Master degree is preferred;
  • Fluency in English, both verbal and written, preferred;
  • Strong results orientation, with the ability to challenge existing mindsets;
  • Experience in solving complex issues through analysis, definition of a clear way forward, and ensuring buy-in;
  • Ability to present complex information succinctly and compellingly;
  • Previous experience in the MEAL;
  • Broad understanding of principles of humanitarian and development projects and programs, including Emergency Relief, Health, WASH, Education, Food Security, and Livelihoods;
  • Excellent critical thinking and sound judgment. Make timely and sound decisions based on accurate judgment.   
  • Excellent verbal and written communication and presentation;
