Job Descriptions:

  1. Summary of Key Functions
  • Design/mainitain MEL tools and data management and reporting system for the Gender Eqaulity and Women Econonmic Empowerment –GEWEP III  project under the Resilient program (RP)
  • Provide support in terms of MEL to assigned project and the program
  • Prepare project reports in accordance with project/program stakeholder requirements
  • Collect project results data to feed in communication with project stakeholders
  • Conduct monitoring visits to the assigned projects/program and ensure all MEL requirements are taken into account
  • Oversee overall MEL issue of assigned project/program and ensure the MEL requirement is met
  • As a member of PQ unit team assist with other MEL Officer or MEL Supervisor/MEL Manager for urgent assignments
  • Ensures data collection tools are used correctly during the project implementation
  • Conduct Data Quality Assessment (DQA) based on project requirements.
  • Contribute to the design of new initiatives and calls for proposals
  • Design and prepare communication materials for the assigned project/program
  • Take an active part in all project assessments and researches
  • Take part in a data review meeting at the central and provincial level
  1. Key relations           
  • Ensures coordination of related project MEL activities with the and Program Quality Unit, and other relevant bodies.  She is also responsible to collaborate with program quality, and other departments concerning MEL unit activities.
  • Generating from databases and compiled data at the central, provincial level and share with related department and stakeholders
  1. Duty Location
  • Kabul Main office, regular travel to project target areas.
  1. Key Results Expected

Monitoring Evaluation and Learning (MEL):

M&E Officer ensures proper MEL system is in place for the assigned project/program to achieve the following results:

  • The system is responsive to donor and CARE requirements
  • The system capture qualitative and quantitative data
  • Results of the project well reflected in all communication types (reports, stakeholder meetings…etc.)
  • MEL system is able to propose changes for improvement in project/program implementation

Data Management and reporting:

The MEL Officer is responsible for data management and reporting of the assigned project to achieve the following results;

  • Sound data collection tools is in place that can provide accurate and timely information on project indicators and other information needs
  • Ensure the standard documentation of project
  • Analytical reports timely prepared to assist in decision making
  • Data on results of the project/program collected regularly
  • The project results are reflected in publications
  • Centeral data management system is functional and responsive

Field Monitoring:

The MEL Officer is responsible to conduct frequent visits from project site to ensure;

  • Project MEL requirements are will addressed by the project staff in the field
  • Project manager /program head and PQ unit and concerned bodies are informed of critical issues that affect project implementation
  • Ensure proper MEL system applied in the field

Teamwork and coordination:

  • MEL issues of the project coordinated with CARE concerned functions
  • Strengths and weaknesses in existing MEL system identified and modified with coordination and support from MEL Supervisor and MEL Manager
  • The capacity of the project field staff/ partner developed in quantitative and qualitative data collection
  • teamwork and cooperation exist within MEL unit and with other sections, and other CARE projects and departments

Job Requirements:

Core Competencies:

  • Written and spoken English, computer operation and knowledge and experience of data analysis, monitoring & evaluation, and report writing.

Education: 

  • Holding a university degree in social science, economics, statistics, business administration, computer science.

•            At least three-years prior experience in M&E, data management, MIS

•            Working experience in women economic empowerment projects would be on the advantage

•            Experience working with Microsoft Office software applications (Excel, Word, Outlook Explorer, PowerPoint)

Work Experience:

  • Minimum 3 years of work experience in MEL, data management, MIS or other relevant fields. 

Languages Skills:

  • Fluency in spoken and written English, Dari and Pashtu.
