Job Descriptions:

General Duties

  • Regularly share information with communities in order to raise awareness and build resilience. Ensure that affected communities have access to information on relevant rights including availability and accessibility of services.
  • As protection and rule of law activities are time-sensitive, the PRoL Monitors must carry out assessments, data submission, and assistance provision and referrals in a rapid and timely manner within the deadlines established by the PRoL Department.
  • The PMs must carry out these activities with regular communication, coordination, and supervision of the PRoL Protection Monitoring Officer. PRoL Monitors will provide feedback and information to the PRoL PM Officer on identified protection risks, recommendations for programming and response to meet needs and suggestions for advocacy and be prepared to respond to clarify questions related to collected data as needed.
  • PMs will carry out these activities with an understanding of protection principles that safeguard the rights of persons of concern and that prevent, reduce, or mitigate exposure to further harm and protection risks.
  • Conduct other duties as assigned by supervisor.

Specific Duties:

  • As needed, implement in a timely manner Rapid Protection Assessments (RPA) in target urban areas to collect information following an emergency and submit data for analysis.
  • Through community networks, regularly monitor communities to identify newly displaced persons and households.
  • Implement assessments in a timely manner with identified persons/households, key-informant interviews and community discussions. Ensure timely submission of assessment data for analysis and reporting.
  • With guidance and supervision from the Protection Monitoring Officer, identify cases which meet the IPA criteria (a serious and immediate protection risk that can be prevented, reduced or mitigated through direct assistance) and provide the relevant (emergency cash or in kind) assistance. Engage in post-distribution monitoring to follow up on and track outcomes of implemented IPA.
  • Identify the need for referrals to specialized services or service providers, make timely referrals and follow-up on outcomes.

Job Requirements:

  • Bachelor’s degree in social sciences (law, psychology, sociology)
  • Minimum of 2 years’ experience implementing protection and Emergency programs, preferably in social work or as a protection data collector, focusing on IPA, PSN, protection monitoring, in humanitarian or development settings. Experience with protection monitoring, especially with IRC, and previous humanitarian work experience is preferred.
  • Skills: Team player, flexible, network-builder, able to handle pressure well and work in cross-cultural setting.
  • Technical Competency: good
  • Communication and reporting skills
  • Fluency in Pashto, Dari and English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
  • Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
