About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

The Digital Library Lead will establish and maintain a comprehensive platform providing in-person and virtual support to MSMEs and CSOs in Afghanistan. The library lead will provide targeted and localized solutions addressing business operations, organizational development, and decision-making constraints.

Key Responsibilities:

  • Lead and manage the digital library department's daily tasks and assignments regularly.
  • Establishment of the Digital Library for the MSMEs and various chambers in the country.
  • Develop, with the cooperation of a database developer, a user-friendly platform providing in-person and virtual support to MSMEs, associations, and CSOs.
  • Provide insights into the design and implementation of a database to record all responses to ad hoc outreach requests for archiving and future use.
  • Develop relevant information on the digital platform, addressing the challenges MSMEs and CSOs face, such as legal obligations, regulatory requirements, and best practices.
  • Ensure the content is localized, tailored to the Afghan context, and regularly updated.
  • Develop a comprehensive training manual on using the digital library.
  • Provide the target chamber with training sessions on the digital library, focusing on navigating it, accessing relevant information, and using its features effectively.
  • Offer capacity-building programs for the target chamber on how to provide effective support to MSMEs using the digital platform.
  • Direct MSMEs and CSOs towards specific training programs and necessary microfinance assistance through the digital library platform.
  • Provide ad-hoc outreach services to MSMEs and CSOs, addressing their specific needs and concerns.
  • Perform any other task assigned by the leadership.

Job Requirements:

  • Bachelor’s degree in marketing, Business Administration, or a related field.
  • A master’s degree in marketing, Business Administration, or a related field is preferred.
  • Minimum 3 years of experience in digital marketing, e-commerce, or a related field.
  • Strong understanding of digital marketing principles, e-commerce platforms, and online sales strategies.
  • Experience in training and capacity-building programs for MSMEs.
  • Strong communication and project management skills
