Job Descriptions:

To ensure integrity of AIYA (Afghanistan Integrated Youth Activity) project budgeting, accounting and financial monitoring/financial reporting and analysis sectors. The position holder will be responsible for the grant relevant issues of the stated project and he/she will serve as focal point of reporting and fund flows to the consortium partners (subs). 

Job Responsibilities:

Oversee the Implementation of the activities (grants prospective) based on the project objectives and annual approved work plan and budget. 
Ensure project achievements are according to the project annual work plan.
Prepare and submit monthly and quarterly financial reports to the consortium leads for their review and inputs.
Demonstrate a good teamwork and involve others in decision-making and keep them informed of the grants/finance relevant aspects of the project. 
Ensure provision of needed coaching to all project staff in terms of the forecast preparation and realistic budget design.
Hold monthly meetings with the project staffs and guide them on the financial issues. 
Solving conflicts when raised (among his/her subordinates) and report to supervisor.
Exchange experience and lessons learn among the staff and consortium partners. 
Follow the CARE Afghanistan safety and Security policy and protocols.
Ensure the proper use and maintenance of CARE properties/resources and budget allocations.  Be ready for project presentation at any time and for any visitor by keeping the presentation material update.
Keep financial databased updated and report on the variances.
Perform Other task as assigned by supervisor and assist the grant and contract management unit team in other projects (when needed). 

 

Budget and Grants Management

Will be responsible for project budgeting, budget amendment, system entry and documentation with consultation of AIYA management and grands team.    
Ensure that CARE Afghanistan and donor’s requirements are considered at all stages of budget including preparation and implementation.
Review each project budget lines and transaction summaries for accuracy and rate of spending.
Interpret project activities and expenses in a narrative format. 
Work with Finance and grants team to ensure cooperative agreement information is accurately entered into the accounting information system and bring necessary amendments when required.
Make sure of compliance with donor financial rules and regulations. Maintain and regularly update donor compliance tracker.
Regularly check and track the partner cost share and indirect cost rate and overall project spending of the consortium partners. 
Assist the grants and contract management unit in the effective grant management of other projects (When needed and to the possible extend). 
 

Accounting

Review the financial documents, ensure its integrity and make sure that all required information are available and recorded on supporting documents (invoice, contracts etc.) before registering financial transactions into FGMS.  
Prepare disbursement, receipts and journal entry vouchers on the basis of approved financial documents and ensure accuracy of costs allocation to projects.
Enter all processed financial transactions into the system (FGMS/People Soft) with accuracy.
Maintain files for all vouchers and other finance department correspondence.
Reconcile project advances and other sub ledgers of the project and takes necessary steps for correction of errors.
Ensure that all CARE Afghanistan and donor financial policies and procedures and Contribution agreement with the donor are respected at all stages of project implementation.
Ensuring adequate filing system and correspondence is in place to support audits and donor requests for information.
Review monthly field expense and reported to AYIA management.
Maintaining up to date AYIA Project receivable/payable position.

 

Reporting

Prepare monthly, quarterly and annual financial reports. 
Monitor budgets vs. expenditure using the budget monitoring tools and inform the Project Management about budget status on a monthly basis or when required.
