Job Summary:
As a member of finance department, he is responsible to provide full support to CARE Afghanistan and AIYA sub-grantee (partners) and give timely feedback for them to have a transparent and accurate financial result.
Responsible for sub-grantees (Partner’s NGO) financial affairs including the process of advance payment and clearing of the advances against expenses.
Responsible for CARE Afghanistan/AIYA (Partners financial affairs such as reviewing project cost, cross check online FGMS transactions before submitting to the budget holders.)
Job Responsibilities:
Responsible for checking and reviewing all the sub-grantee (partners) monthly financial report including hard and soft reports based on CARE Afghanistan policy and specified cross check list.
Assist in registration process of new projects to Ministry of economic (MoEc) according to the signed cooperative agreement between CARE Afghanistan and USAID.
Assist in preparation of Ministry of economic six month’s reports (twice in a calendar year) all expenses account based on actual extracted data from FGMS.
Cooperation with grant team in providing supports such as monthly financial reporting, audit process.
Maintaining update sub-grantee filing system and its correspondences for further access.
Participate in the procurement committees (when required).
Assist the Liaison team in addressing the partners financial relevant issues/matters.
Provide monthly feedback to partner organizations (downstream partners) on the errors and/or accuracy of the documentations submitted to CARE.
Keep the line manager informed about the challenges and issues in the financial documentation of the consortium downstream partners.
Responsible to review the invoices of the partners and make sure their compliance with the approved terms and conditions of the agreement.
Help int the capacity development of the downstream partners.
Follow up on the outstanding advances of the downstream partners.
Be the financial focal point of the AIYA project for the downstream partners.
