The Project Manager will play an important role in the successful planning, implementation, and management of the AIYA project. The key objectives include:
1. Effective Implementation: Ensure that all project activities are executed efficiently, aligning with established goals and timelines.
2. Quality Assurance: Uphold high standards of program quality, adhering to both CARE’s and USAID’s compliance requirements.
3. Capacity Building: Enhance the skills of project staff and local partners, fostering sustainable outcomes.
4. Stakeholder Engagement: Cultivate and maintain robust relationships with key stakeholders to support collaboration and project success.
Project Plans:
Develop detailed project plans outlining timelines, milestones, and deliverables to ensure clarity and direction.
Activity Coordination:
Coordinate all project activities, ensuring alignment with the overall project objectives and responsiveness to emerging needs.
Framework Establishment:
Establish comprehensive monitoring frameworks to track progress against project indicators.
Field Visits:
Conduct regular field visits to evaluate project implementation and impact, gathering firsthand insights.
Reporting:
Prepare and present progress reports to stakeholders, clearly highlighting achievements, challenges, and lessons learned.
Team Direction: Lead a diverse team of project staff, providing clear direction and support to foster motivation and productivity.
Regular Meetings: Facilitate regular team meetings to promote open communication, collaboration, and problem-solving.
Training Needs Assessment: Identify training needs among team members and implement capacity-building initiatives tailored to enhance their skills.
Mentoring: Provide ongoing mentorship to team members, supporting their professional development and growth.
Budget Management: Develop budget forecast and budget phasing, ensure effective budget allocation and utilization of resources.
Financial Monitoring: Review financial reports regularly to identify discrepancies and address any budgetary issues promptly.
Compliance Assurance: Ensure compliance with CARE’s financial management policies and USAID regulations.
Audit Facilitation: Facilitate audits and financial assessments, ensuring transparent and accountable financial practices.
Relationship Building: Establish and maintain strong working relationships with local partners, fostering a collaborative environment.
Guidance and Support: Provide ongoing guidance and support to partners in project implementation, monitoring, and reporting.
Assessment of Partner Capacity: Evaluate the capacity of partners and deliver training to enhance their project management skills and competencies.
Standards Implementation: Implement project activities in accordance with CARE’s quality standards and established best practices.
Continuous Improvement: Conduct regular quality assessments and feedback sessions to identify areas for improvement and implement changes.
MEAL System Development: Develop and maintain a comprehensive MEAL system to effectively track project outcomes and impacts.
Transparency and Accountability: Ensure transparency and accountability in project reporting, fostering trust among stakeholders.
Stakeholder Coordination: Coordinate with relevant stakeholders, including government entities, community organizations, and other NGOs, to ensure aligned efforts.
Organize Meetings: Organize stakeholder meetings and forums to discuss project progress, share insights, and gather feedback for continuous improvement.
External Representation: Represent CARE at external meetings, conferences, and workshops, advocating for the project and sharing valuable lessons learned with broader audiences.

Education:
Master’s degree in economy, Social Sciences, Project Management, Agriculture or a related field.
Experience:
_ Minimum of 10 years of experience in project management, particularly in the youth development or market advancement.
Technical Skills: Strong understanding of MEAL frameworks, market development, proficiency in project management software and tools.
Interpersonal Skills: Excellent leadership, interpersonal, and communication skills, with strong negotiation and conflict-resolution abilities.
Language Proficiency: Fluency in English and proficiency in local languages, such as Dari and Pashto.
