Job Descriptions:

GENERAL TASKS

ETHICS

  • Creates and maintains within his/her team, a work environment that prevents any inappropriate behavior
  • Participates in the communication around the existence of the code of conduct and behavior of SI.
  • Reports to his line manager any problem or information having an impact on the activities or on the safety of the teams

MANAGEMENT (IF RELEVANT)

Is responsible for the proper implementation of HR policies and processes to ensure that they have both the number of people and the amount of knowledge necessary for the activities for which they are responsible:

  • Analyses, quantifies and qualifies the human resources needs of his team
  • Recruits, and ensures the integration of the team for which he is responsible
  • Evaluate the performance of team members
  • Train and support team members
  • Ensures the animation and communication of his team, compliance with safety rules and logistical and administrative procedures
  • Ensures the drafting of handover reports for the members of his team before the end of their contract

REPORTING & COMMUNICATION

  • Writes and sends his weekly activity report (which must report on the progress of activities by his team) to his manager
  • Actively participates in the working meetings of the coordination or the base when asked by his/her manager.
  • Establishes and maintains good relations with local actors and communities (populations) in the areas of intervention
  • Develops and/or contributes to the analysis and creation of products (visuals, dashboards, reports, etc.) from MEAL team data and, upon request from program data, in collaboration with the MEAL and program teams, before sharing and dissemination to management, field teams and other stakeholders.
  • Bring to light any difficulty linked to his or her activities, to the programs of SI or security concerns

TECHNICAL TASKS

MONITORING OF ACTIVITIES

  • Participates to creating and updating monitoring plans (especially indicators plans), and participates in the update of the APU.
  • Develops MEAL indicators calculation methods and tools (indicator trackers)
  • Ensures proper integration of indicators into data collection tools and is in charge of aggregating all data from different data collection sources in the indicator trackers to ensure a proper reporting.
  • Ensure all equipment needed for mobile data collection and mapping is ready and available on time for the enumerators.
  • Proposes adjustments or new activities to improve the quality of operations or approaches used by the teams, in consultation with project managers.

MEAL DATA AND TOOL MANAGEMENT

  • Is responsible for the development, review and harmonization of monitoring and data management tools
  • Applies the procedures associated with good management and securing of MEAL data, in compliance with the responsible data cycle
  • Participates in designing data collection tools, encode them for mobile data collection when needs and develops databases, depending on the MEAL activities implemented in the field.
  • Cleans and processes the data collected in the databases, by being responsible for the preliminary analyses and visualizations, according to the analysis plans.
  • Is responsible for archiving and backing up MEAL information (paper, computer and servers) with respect to data protection rules

DATA VISUALISATION AND MAPPING

  • Produces visuals (dashboards or maps), from primary and secondary data, following requests made by his/her manager.
  • Promotes the analysis and decision-making of program and operational teams, through relevant mapping of the humanitarian situation.

TECHNICAL SUPPORT

  • Identifies technical training needs (data entry, mobile data collection, GPS use, data visualization, mapping)
  • Participates in training the enumerators for mobile collection of primary data.

Upon request and depending on priorities defined by the manager and program coordination, he/she supports program teams in activities related to her/his area of expertise (including assessments, targeting, program monitoring, etc.):

  • Provides technical and methodological support to program teams in the creation and use of tools for collecting, monitoring, exporting, managing and storing program data
  • Develops the knowledge and skills of program teams in his/her areas of expertise: collection and analysis of data (method, formats, software, etc.), measurement of indicators, design and use of matrix, etc.
  • Provides technical and methodological support to program teams for the implementation of monitoring activities and data management (encoding, mobile data collection, input method, extraction of useful data, data cleaning, processing, analysis and visualizations).

This list is not exhaustive and other related tasks (within the category of his position) may be assigned at the request of the line manager.

Job Requirements:

Education:

  • Bachelor in statistics, computer science or any other related field.

Experience:

  • At-least 3 years of relevant experience in MEAL with national or international organizations.

Technical Skills:

  • Strong knowledge in project cycle, including planning, implementation, monitoring and reporting
  • Strong experience in managing baseline and endline assessment and other related survey
  • Technical data management skills (encoding, data cleaning, data analysis and visualization, indicators calculations, GIS, KOBO, etc.)
  • Excellent reporting skills
  • Strong leadership skills and autonomy
  • Strong organizational, analytical and interpersonal skills

Language Skills:

  • Strong verbal and written communication skills in both Dari, Pashto and.
